Council Minutes of 9/1/2009 <br />asked, and the committee did recommend with amendment and approval of inserting <br />language, "or any other instrument" into paragraph "o" as it pertains to golf at our various <br />parks. Councilman Mahoney said he would entertain a motion from Council to amend <br />Ordinance 2009-96. With no motion being made, Councilman Mahoney said he moved <br />to withdraw the amendment and recommended approval as originally drafted. He noted <br />the legislation was up for passage under suspension of the rule this evening. <br />Councilman Brossard, chairperson of the Intra-Governmental Relations Committee: 1) <br />As chairperson of the committee, he received a memo from Mayor O'Grady reappointing <br />Linda Schuler to the Community Life Services Advisory Board for the term January 1, <br />2009 to December 31, 2013. Councilman Brossard made a motion that Council approve <br />the reappointment of Linda Schuler to the Community Life Services Board for the term <br />January 1, 2009 through December 31, 2013. The motion was seconded by Orlowski and <br />passed unanimously. <br />Councilman Gareau asked for a moment of personal privilege to advise that last month <br />Dick Mongello had passed away. Mr. Mongello was along-time architect serving the <br />greater Cleveland area and North Olmsted. He gave a great deal of time to our city and <br />was involved in many projects throughout the 1960's and 1970's. He maintained an <br />office in North Olmsted and it was really always his home even though he now lived in <br />Lorain County. His passing is a great loss to his family and to North Olmsted as well. <br />He was a good friend and a good guy in the community. A moment of silence was held <br />in memory of Mr. Mongello. Mayor O'Grady offered his thanks to Councilman Gareau <br />as he was not aware of Mr. Mongello's passing. Mr. Mongello was very involved in the <br />city and left a significant impact-the City Hall building was designed by him. He was a <br />good man and will be missed. <br />AUDIENCE PARTICIPATION <br />1) Don Pangrac, 23470 Sharon Drive, expressed concern about yellow bags containing <br />newspaper flyers that are being delivered. The bags, after being thrown in driveway <br />aprons, are blowing all over the neighborhoods. They are unsightly and make the city <br />look bad. He would like something done about it. Councilman Kearney said he had <br />contacted the carrier and asked they not deliver to Mr. Pangrac's home, but he didn't <br />realize it was a problem throughout the city. Mayor O'Grady said this is an enforcement <br />issue, and it's a legal question. He will look into it. Councilman Barker said he thought <br />part of it was the responsibility of the homeowner. However, he knows there are vacant <br />homes where the papers are being delivered. Mr. Pangrac feels the newspaper should not <br />be allowed to make the deliveries because the bags are not heavy and blow away very <br />easily. <br />2) Kacie Armstrong, branch manager of the library at 27403 Lorain Road and resides at <br />3922 Dover Center. The renovations that were approved by Council will be started on <br />Friday night. There will be a new bench, the carpeting will be removed and new <br />carpeting installed, and the floor padding will be replaced. If all goes well, the area <br />should be ready on Tuesday. She invited everyone to bring their children by next week. <br />6 <br />
