Council Minutes of 5/19/2009 <br /> <br />administration and Finance Director have advised Council that they are keeping a <br />close eye on these things and they will be formulating a method to address this <br />now as opposed to any time in the future.. Recreation revenues are slightly ahead <br />of the prior year and plan that was implemented at the beginning of the year. <br />Expenditures for the Recreation Fund were 3.24% over the prior year, and yet <br />they are only 23.6% of the budget. HoteUMotel tax revenues were below plan by <br />6.2%, which is 18.8% of the plan. Expenditures are less than the prior year <br />because, as was reported previously, there were no police vehicles purchased in <br />this year. Street Maintenance, Motor Vehicle License Tax revenues for the first <br />quarter are nearly 5% below receipts from the prior year and 1% below what was <br />originally envisioned at the beginning of the year. Springvale Golf Course Fund <br />revenues are 77% higher than last year, primarily because of the ballroom. The <br />ballroom has done very well. The golf course is doing well under these <br />circumstances. Hospitalization Fund estimated resources are 21.8% of the plan <br />with three months of employer transfers and employee contributions. This would <br />be normally 25% since it's the first quarter. Workers' Compensation Fund, as <br />was reported, is doing well. Some numbers and general ideas were laid out on <br />what could happen with the loss of the 10% reduction in overall real estate <br />valuation which was announced recently. There could be some significant hits to <br />the General Fund and to the total Pension Fund, Rec Fund, and Bond Retirement <br />Fund could see some significant decreases. If you added them all up, this city <br />could be looking at a million dollar shortfall. From the General Fund, $450,000 <br />was included in that $2 million potential shortfall. We have our work cut out for <br />us-it's going to be a long year. We received some bad news recently with Great <br />Northern Dodge, we've got Saab to worry about, we've got Saturn we have to <br />worry about. We need to be proactive and reach out to our partners in the retail <br />community to do whatever we can to help them in this difficult time. <br />Ward II Councilman Barker noted that gypsy moth spraying had taken place in his ward <br />very early this past Sunday morning. He thanks the administration, specifically the <br />Service Director, for addressing this situation. There were no calls from residents in that <br />area because notice was provided. <br />Mayor O'Grady agreed with Councilman Gareau's comments about being proactive <br />about the businesses and noted that was taking place. The administration has been very <br />supportive in the efforts of the car dealerships. Additionally, we have been working <br />through our Planning Director and Planning Dept. to make sure that we are as supportive <br />as we can be of various projects such as streetscapes and banners such as those around <br />the high school.
