SWIETYNIOWSKI, MAYOR <br />RE: VETO OF ORDINANCE N0. 80-91 IN PART <br />Dear Mrs. Campbell: <br />Phone: 777-8000 <br />I am returning to you Ordinance No. 80-91, which I am vetoing in part. <br />The specific section which I am vetoing is Section 2, Paragraph C, <br />which specifies a range in numbers for Paramedics and stipulates a <br />$400 premium or bonus, for all Firemen/Paramedics as of September 1, <br />1980. <br />On July 11, 1980, I vetoed Ordinance No. 80-71, the first of two wage <br />ordinances for the Fire Department. I stated at that time, and wish <br />to state again, that this action did not, and does not, in any way <br />reflect upon the value of the Paramedic program or the high regard <br />toward this program which is shared by Council, the Administration, <br />and the people of North Olmsted. <br />Following my July 11, 1980, veto of Ordinance 80-71, Council upheld <br />that veto at a meeting on July 25, 1980. The veto was based on finan- <br />cial constraints, the fact that Fire Department pay in North Olmsted is <br />already as high or higher than other communities around the State of <br />Ohio, and my basic disagreement with the concept of bonus pay. <br />On July 28, 1980, at a special Council meeting, Council reversed its <br />earlier support of my veto by amending the new wage ordinance, 80-91, <br />to reinsert the $400 bonus provision. Now, on August 7, 1980, I am <br />again vetoing the proposal to add $400 to the pay of each Fireman/ <br />Paramedic. <br />This has been a most controversial matter. It has caused me considera- <br />ble distress to see a dollars-and-cents issue become muddled and con- <br />fused through politics and special interests. Certain members of <br />Council have publicly attempted to portray me as the Mayor who does <br />not recognize 'the value of the Paramedic program. It should be noted <br />here that this Administration has conducted successful negotiations, <br />without outside assistance, with the North Olmsted Police Department, <br />and with the AFL/CIO chapter representing the City's Service Depart- <br />ment, in each case arriving at fair and conservative wage agreements <br />which fell within budgetary limitations. Fi~e,Department negotiations <br />in progress this year were also moving to~!a`r~i_~'fair and conservative <br />wage agreement, before certain members of"Council interfered with the <br />negotiating process. <br />
