? The sam lin ro ram will consist of
P S p g on-site hydrogen sulfide measurements, air flow (velocity)
? measurements, and laboratory analysis of reduced sulfur compounds of the inlet air. This will be
done for each of the two scrubber systems.
Task 2. Review design and operations data
All design information including drawings and specifications will be reviewed to thoroughly
understand the design intent. Information on chemical consumption, operating parameters,
monitoring data, and maintenance requirements will be reviewed and evaluated to determine if
existing chemical consumption and maintenance requirements are consistent with wet scrubbers
of these types and inlet air characteristics. Any performance test data or reports will also be
reviewed. Use of the data collected in Task 1 and a knowledge of the system design will allow
development of a"preliminary load balance" for each odor group.
Task 3. Evaluate options to upgrade odor control svstems
We will evaluate all feasible options for upgrading the scrubbers to ensure they reliably and
consistently perform at optimum levels. For example, merely upgrading the chemical metering
and control system may provide reliable operation, but if high levels of reduced sulfur
compounds are detected it may be necessary to change the scrubber chemistry to optimize
removal of these difficult-to-treat compounds. New control technology has also become
commercially available in the past few years that can better control chemical feed rates to match
demands.
Task 4. Prepare report of recommendations
A draft report will be prepared for review by the City of North Olmsted that includes detailed
recommendations for upgrading the existing odor control systems. Preliminary design and
performance criteria will be developed along with sketches of any required modifications. If
monitoring equipment can be purchased "off the shelf ' directly by the City of North Olmsted,
recommendations will be developed for specific equipment. Cost estimates will be developed
01,
