When a vacancy occurs within a job classification covered by the terms of this Agreement, or a <br />new job is creafed within the meaning of Arficie 24 af this Agreement, the City shall post a notice of the <br />opening for seven (7) consecutive calendar clays on bullefin boards within each department, The notice <br />shall contain the job classification, title, rate of pay, deparEment and a brief job description. Any employee. <br />may appiy for any such opening posted by fiiing a written appiication on forms provided by the City, wifh <br />the Service Director on or before the lasf day of fhe posfing period. Any appiication not timely fifed need <br />not be given considerafion. <br />Section 2. All time(y appfications will be reviewed by the City and the job shall be awarded within five (5) <br />warking days to the most senior appficant in the next (ower classification in the Farnily of Jobs who has the <br />experience, skill and abi(ity to competenfly perfarm the work in question. If two (2) or more employees <br />have subsfanfially equaf skilf, abifity, and experience; then seniority shail govern. If no employee who <br />applies has the necessary ski11 or abiiity, the City shall have the authority to hire outside the bargaining <br />unit. <br />Section 3.
