if there are no qualified applicanfs from the nexf IoFrver classification, the applicants in other classifications <br />wi II be considered. <br />Section 4. The City will accept applicafions frorn bargaining unit employees Tor lateral and downward <br />transfers, bofh within and outside their present department. <br />Secfion 5, in arder to faci(itate promofions within the bargaining unit, the Gity shall impiement a job <br />training program for all bargaining unif smpfoyees. Upon application in wrifing by an empioyee, the City <br />shall guarantee, on the date determined by the City within its managemenf discrefion, one eight (8) hour <br />warkday of on-the-job training (OJT) per moth in a job c(assification irnmediately above his own, The <br />eiigible on-the job training (OJT) can be taken in .blocks of time of up to three (3) days, but time taken <br />cannot exceed.the tofial allowable tirne in a one (1) year period. <br />Section 6. An employee awarded a job under Articfe 19 of• this Agreement will be given reasonable hefp <br />and supervision and shail be allowed thirty (30) working days to qualify for the position. He will be <br />considered to have quafified on the new job when he satisfactorily performs the required duties with no <br />more supervision than is,required by other quafifiied employees on the same or similarjobs, and when his <br />record as fo quality and quantity of work meets the standard applicabie to the job. If he fails to sa quafify or <br />so raquests, within ten (10) days after fhe employee is awarded the job, he shafl be returned to his former <br />job. An employ.ee awarded a job under the provisions flf Article 19 shall receive at the time of his <br />prornofion, the apprapriate rate of pay in the classification. <br />Secfion 7. No employee shall be efigibie for promotion, or lateral or downward transfer. -Under fhese <br />provisions unfil he has satisfiaciorily compiefied the required probationary period. <br />Sectian S. When employees retire or leave Cify employment, the vacancy will be replaced by promoting a <br />current employee rrom the r'amily of jobs contained herein: <br />Section 9. The Empiayer agrees to a(low employees, a one-time bid to another crew prior to hiring from <br />the outside. The bid will be open to ai( Service Employees and shafl mave from their current step, ie; A-A, <br />B-B, C-C <br />ARTfCLE 20 - TE[VIFORARY TRANSFERS <br />Section 'f. When an employee is temporarily transferred for onz (1) hour or more to another cfassification, <br />he shall receive the higher of his regular rate of the next higher rate of fhe job to which he is transferred for <br />the entire period of time of the transfer.
