discharge, the City shail deposit with the reguiar U.S. Mail, a cerEified letter to the invoived <br />employee sfiating the reasons for discipiinary acfion taken, and shal[ hand deliver a copy of same <br />to a Union Officer or Steward. Discipfinary actian may be appealed by the Union through the <br />Grievance Procedure commencing at Step 2 of the Grievanca Procedure. An employee who <br />desires to protest the discipiinary action must rrfake an election within five (5) working days <br />foilowing receipt of written notice as to whether he wishes to pursue #he grievance procedure <br />Secfiion 6. The City shall insure fhat all documents placed in an emplayee's official personnel <br />file shall be first initiafed and dated by the employee concerned, or if he refuses, than by his <br />steward or other Union Ofricer. The inifiaiing of any materials to be p(aced into any emplayee's <br />official personnel recard will not indicate an agreement by the employae, the Steward, or other <br />Union Officer as to the contents of fhe material, but does acknowledge fhe employee has seen <br />it. <br />ARTlCLE 7 GRIEVANCE PROGEDURE <br />Secfi'ron 'E. It is mutually understood thaf the prompt presentation, adjustment and answering of <br />grievances is desirabfe in the interest of sound relations between the employee and the City. <br />The prompt and fair disposition of grievances involves important and equal obfigations and <br />responsibifi#ies, both joint and independent, on the part of the representafives of each party to <br />protect and preserve the Grievance Procedure as an orderfy means of reso(ving grievances. <br />Actions by the City or the Union which tend ta impair or weaken the Grievance Proceciure are <br />improper. <br />Section 2. A grievance is a dispute or difrerence befinreen the City and the Union, or between <br />the City and an employee, conceming the interpretation or app(icatian andlor compliance with <br />the terms of this Agreement and shall include disputes concerning disciplinary acfians. When <br />any such grievances arise, the following procedure shall be observed: <br />All grievances shall be written and fifed on an Official Grievance Form.
