ARTICLE 13- RECALL FROM LAY-OFF <br />Secfion 1. Employees shall be recalled to their classification in accordance with <br />seniority, or to other jobs they are qualified to perform, in accordance with their seniority in the <br />reverse order of their lay-off. An employee on lay-off will be given seven (7) calendar days' <br />notice of recall from the date on which the United States Postal Service makes the first attempt <br />to deliver fhe recall notice by certified mail to the empioyee's last known address as shown on <br />the City's records. This period may be extended by agreement between the City and the Union. <br />ARTICLE 14- PROMOTIONS. BIDDING. TRANSFERS AND JOB TRAINING <br />Section 1. Within ten (10) days of when a vacancy occurs within a job classification <br />covered by the terms of this Agreement, or a new job is created within fhe meaning of Article 18 <br />of this Agreement, the City shall post a notice of the opening for seven (7) consecutive caiendar <br />days on bulletin boards within each department. )f the City determines that it will not fill a vacant <br />position it wilf so notify fihe Union within ten (10) days of when the position became vacant The <br />notice shal( contain the job classification, tifle, rate of pay, departmeni and a brief job <br />description. Any employee may apply for any such opening posted by fifing a written app(ication <br />on forms provided by the City, with the appropriate Director on or before the last day of the <br />posting period. Any application nof timely fi(ed need not be given consideration. <br />Whenever the City anticipates that a position within a classification that is covered by <br />this collective bargaining agreement is currently occupied will become open within thirty (30) <br />working days as a resuit of a retirement, termination, resignation ar as a resuit of another job <br />posting and the City determines that the position will be retained or filled, it may be permitted to <br />post the position and classification for a period of seven (7) consecutive working days and <br />award the position. <br />20
