Section 2. All timely app(ications will be reviewed by the City and the job shall be <br />awarded within five (5) working days to the mast senior applicant who possess the ski(I and <br />ability ta perform the job, except fhose employees moving to a(ower rated classification or <br />moving latera(ly shall be awarded the job in preference to employees seeking a promofian. If no <br />empioyee who applies has the necessary skill or ability, the City shall have the authority to hire <br />outside the bargaining unit. If the City chooses to test an empioyee, the objective portion of <br />testing a empfoyee's skill and ability to operate eguipment, shall be given in a fair and equitable <br />manner and wilE be given on equipment that is required to be used in the job classification. <br />Effective June 1,1995 through the duration af this agreement, regular full-time Clerical and <br />Technical Unit personnel may bid on jobs in the Service Waste Water Unit providing no eligibie . <br />empioyee within that unit has bid on the job. Job postings for Service / Waste Water unit <br />positions will be posfied at fhe bulletin board locations cited in Articie 5. Employees awarded <br />such jobs will be given an opportunity to qua(ify pursuant to Article 14, Section 3. if no <br />employee in either bargaining unit has the skill, experience and ability for fhe job, the City may <br />hire from outside the bargaining units. <br />Sectian 3, An employee awarded a job under Section 2 above will be given reasonab(e <br />help and supervision and shall be a(lowed thirty (30) warking days to qua(ify for the position. He <br />will be considered to have qualified on the newjob when he satisfacforify performs the required <br />duties with no more supervision than is required by other qualified empioyees on the same or <br />similar jobs, and when his record as to quality and quantity of work meets the standard <br />appficable to thejob, If he fails to so qualify, he shall be returned to his formerjob. An employee awarded a job under fhe pravisions of this Article shall receive at the time of his promotion the <br />appropriate rate af pay in the classification. <br />Section 4. No employee shall be eligible for promotion under these provisions until he <br />has satisfactorily completed the required probationary period. <br />Section 5, Employees shall be trained during working hours on computers and or ofher <br />equipment.
