established, the City shall describe the content of thejob and shall estabfish a pay structure, <br />the job content, etc., of the job. <br />Secfion 2. If the Union is nof in agreement with the rate of pay for the job, it can file a <br />grievance at Step 3 of the grievance procedure wifhin fhirty (30) days following the termination <br />of discussions concerning the rate of pay. If the grievance is arbitrated, the arbifrator shall have <br />the authority to recommend the proper rate of pay for the job or the arbitrator shall recommend <br />placing the job within the rate of pay for that ciassification. Any decision of the arbitrator shall be <br />submitted to the Council of the City of North Olmsted: The Council shall have thirty (30) days to <br />review said decision within which time they may, by a two-thirds (2/3) vote (or 5 votes) of all <br />members of Councii, reject the arbitrator's recommendafion, If the Councii fails to reject the <br />recommendation by the required vote, then the arbitrafior's recommendation shall become final <br />and binding and the rate ofi pay shall be retroactive to the commencement of discussions <br />between the Union and the City in accordance with this paragraph. Any rate and cfassification <br />agreed to by the City and the Union or recommended as provided herein by an arbitrator and <br />not rejected by Council shall become part of the wage schedule to this Agreement. fn the event. <br />Council rejects the arbitrator's recommendation, as herein before provided, the initial procedure <br />of this paragraph shall be reinstated until a recommendafiion is accepted or an agreement is <br />reached.. The City shall not arbitrarily or capriciously recfassify employees or change job <br />descriptions during the life of this Agreement. <br />ARTICLE 19: HOSPITAL(ZATION <br />Section 1. The Cifiy shall provide either individual or Family medical insurance coverage <br />at the empioyees option for each fulf-time employee. The employer shall have the option of <br />seeking alternate heaith insurance providers or plans and will attempt to offer at least two (2) <br />different plans, Basic hospitalizafiion wifl be consistent with and similar to those plans offered on <br />July 1,1994. Basic hospitalizafion will be that offered to all other employees of the city of North <br />Olmsted. The employer has the right to negotiafie ca-paymenf and prescripfion drug rates with <br />providers to lower the cost to the employer as well as the emp?oyee contribution. <br />25
