HIGHWAY IlVIPROVEMENTS <br />STATE ROUTE 175, RICHMOND ROAD <br />CUYAHOGA COUNTY, OHIO <br />Owner: Ohio Department of Transportation <br />Project Cost: $3.3 Million <br />Completion Date: 1996 <br />Description: <br />Polytech, Imo. was chosen by the Ohio Departme~ of Transportation (ODOT) as prime consultant <br />to provide engineering services for the widening of Richmond Road (S.R. 175) in the City of <br />Warrensville Heights and Village of Highland Hills, Cuyahoga County, Ohio, from the I-271 <br />ramp to Harvard Avenue, a distance of approximately 0.8 mi~es. These services included the <br />development of roadway, drainage, and right-of-way plans using AutoCad Release 12 atxl AdCadd <br />Civil Release 12. The existing Richmond Road was atwo-lane uncutbed highway. It was on a <br />tangent alignment, with a gently rolling profile, and served to access Sunny Acres Hospital, <br />Cuyahoga County Community College Eastern Campus (Tri-C East), Little Sisters of the Poor <br />Home for the Aged, several private residences, and a future site of the Figgie development <br />project. Traffic volume in the area is heavy especially during evening hours due to the students <br />who attend evening classes at Tri-C Eastern Campus. In order to accommodate the projected <br />increase in traffic volume Richmond Road was widened to four lanes with curbs and sidewalks, <br />and a 30 foot median for the portion adjacent to the Figgie property. <br />The existing drainage system of ditches and small culverts was not adequate to support the <br />proposed development of the project area. Polytech, Inc. developed plans for a new storm sewer <br />system and the upgrade of two major culverts. The smaller culverts were incorporated into a <br />closed storm sewer system. A new, larger' capacity sanitary system was designed also. <br />Of particular concern to residents and institutions in the project area was access to their respective <br />properties during construction. The challenge for Polytech, Inc. was to accommodate the <br />concerns of the residents anti institutions in tl~ project area and to avoid having to make motorists <br />detour around Richmond Road since it is such a heavily used route. The solution was the <br />development of maintenance of traffic plans that maintained two open lanes on Richmond Road <br />at all times. Special signs were designed for Tri-C East's entrance to be used during <br />construction. The signs told students where to go for alternate entrances to Tri-C East's campus. <br />The overall maintenance of traffic scheme also allowed for the relocation of utilities without <br />interruption of service. New signing and pavement markings were designed and provisions were <br />made for future traffic lights at two intersections. <br />Constant contact was kept with the utility owners in the area to address the required relocations <br />of underground telephone lines, gas lines, water lines and utility poles.
