Reports of these reviews will be the basis for appropriate <br />action to correct deficiencies. <br />(e) When outside sources of recruitment are utilized they shall be informed <br />that the City is an Equal Opportunity Employer. Legal advertisements for <br />bids shall include the wording "AN EQUAL OPPORTUNTTY EMPLOYER," <br />and equal opportunity clauses shall be included in all major single purchase <br />orders, leases and contracts for two thousand five hundred dollars ($2,500.00) <br />or more. <br />( fl The Clerk of Council is hereby directed to post, or have posted, a copy of <br />this section, together with a copy of the Affirmative Action Program Booklet, <br />on all departmental bulletin boards; to forward copies of this section and the <br />Booklet to all department heads; and to make available, upon request, copies <br />of this section and the Booklet to all employees of the City. <br />(Ord. 77-82. Passed 6-8-77.) <br />(g) The City's "Affirmative Action Program for Equal Employment Opportu- <br />mty and Minority, Women's and Small Business Enterprises" became effective <br />7anuary 1980." <br />be and the same is amended, and as amended, shall read as follows: <br />"161.10 AFFIRMATIVE ACTION PROGRAM <br />(a) Council hereby formally declares that the City must hire and promote its <br />employees without regard to race, color, religion, sex, national ongin, age or <br />handicap (except where age or handicap would be an obvious and bona fide <br />obstacle to expected and required job performance), and furthermore must <br />continue to recruit, hire and develop the best qualified persons available for <br />the jobs involved, basing its judgment on job related qualifications. <br />(b) Artificial barriers of personal attitudes and customs cannot be permitted <br />to have effect in matter of employment practices. <br />(c) The City pledges itself to insure that all activities relative to recruitment, <br />hiring and promoting are undertaken to effect the principle of equal opportu- <br />nity and the only valid requirements are imposed when promotional opportu- <br />nities exist. Further, all matters related to compensation benefits, transfers, <br />layoffs, recall from layoff and training will be free from any and a11 discrimi- <br />natory practices. In addition, all facilities of the City will be available to all <br />employees on a nondiscriminatory basis. <br />(d) The Director of Personnel and Administrative Services will have the re- <br />sponsibility for the implementation of the City's Affirmative Action Plan. <br />Such Director shall conduct periodic reviews to determine whether or not <br />Affirmative Action goals are being achieved.
