Section 4: Continuous service and seniority shall be broken <br />when an employee: <br />a) Quits or resigns; <br />b) Is discharged for just cause; <br />c) Is laid off for a period that is equal to the <br />amount of seniority held at the time the lay-off <br />commences, or twenty-four (24) consecutive months, <br />whichever is less; <br />d) Fails to report to work within seven (7) calendar <br />days when recalled from lay-off by certified mail <br />addressed to the employee's last known address as <br />shown on the City's records, unless the employee is <br />unable to work due to medically proven disability; <br />e) Is absent without reporting off for three (3) <br />consecutive work days unless the employee has a <br />reasonable excuse for failing ta report the absence. <br />Section 5: The City shall advise the Union in writing of <br />additions to or deletions from the seniority list at the end <br />of each pay period when the action took place. A copy of the <br />lists of additions and/or deletions will be sent to the OPBA <br />Director. <br />ARTICLE 16 <br />PROBATIONARY PERIOD <br />Section i: New employees shall be considered to be on <br />probation for a period of one year. During the probationary <br />period, discipline, discharge or suspension by the City shall <br />not be subject to the grievance procedure. <br />Section 2: If any employee is discharged or quits during the <br />probationary period described in Section 1 and is later <br />rehired, he shall be considered as a new employee and subject <br />to the provisions of Section 1. <br />ARTICLE 17 <br />LAYOFF AND RECALL <br />?
