Page 2 The user rates shall be broken down as follows: A portion will be established to cover the costs incurred for the operation, maintenance and replacement of the system. A second portion will be established to cover costs of debt reduction and capital improvements. Rates will be approved by City Council. All revenues shall be deposited in the Sewer Revenue Fund.
