Section 12.04. A full-time employee shall advance to the next highest <br />pay level within his job description on the anniversary of his date of hire; <br />effective January 1, 1990. <br />ARTICLE XIII <br />PART-TIME EMPLOYEES <br />Section 13.01. The City and the NOTEA recognize the need for part-time <br />employees in the transit department. However, it is understood that such <br />part-time employees are to supplement the work force and are not intended to <br />fully replace any pa.rticular full-time classification. <br />Section 13.02. Part-time employees shall be permitted to work in any <br />job classification, except may not be permitted to work as mechanics, or as <br />material handlers. This excludes work hours credited to summer work programs <br />and students. Exceptions to part-ti.rie work allotments would be permitted <br />after discussion as per Article VI, Section 6.02. (a). <br />Section 13.03. (A) In the classification of bus operators; part-time <br />operators will be limited to no more than twenty percent (20%) of the full- <br />time pick roster. Part-time bus operators may not work on Saturdays, Sundays <br />or Holidays. (B) A"full-time operator" refers to an employee who is <br />guaranteed forty (40) hours per week, and a"part-time operator" refers to an <br />employee working less than thirty (30) hours per week. If an operator is not a <br />"part-time" employee, then he shall be a"full-time" employee. <br />Section 13.04. (A) In the classification of hostlers; the day shift may <br />require three (3) full-time hostlers with a shift start of no later than 12:00 <br />noon. (B) In the classification of hostlers; the night shift may <br />require two (2) full-time hostlers with a shift start of no later than 5:00 <br />p.m. (C) A"full-time hostler" refers to an employee who is <br />guaranteed forty (40) hours per week, and a"part-time hostler" refers to an <br />employee working less than thirty (30) hours per week. If a hostler is not a <br />"part-time" employee, then he shall be a"full-time" employee. <br />(D) In the classification of hostlers; up to a 1.2 ratio <br />may be part-time. (eg. 5 full-time hostlers to 6 part-time hostlers; 6 full- <br />time hostlers to 7 part-time hostlers). <br />ARTICLE XIV <br />SENIORITY AND LAYOFF <br />Section 14.01. Seniority shall be determined by continuous service with <br />the Transit Department. Continuous service shall only be broken`by retirement, <br />resignation or discharge. One seniority list shall be maintained for full-time <br />employees. Seniority shall be adjusted for when an employee is in a'no pay <br />status' (eg. sick leave off without pay, or a leave of absence without pay) any <br />of which exceeds the greater of ten (10) days or eighty (80) hours in a <br />calendar year. Seniority shall not be adjusted for those full-time employees <br />with one year or less full-time employment. Seniority will not be affected by <br />disciplina.ry suspension time. Only that time above the ten (10) days or eighty <br />(80) hours will be used in adjusting that employee's seniority time. <br />Section 14.02. Seniority within the Transit Department shall govern for <br />all purposes, except for the scheduling of runs for operators only, which <br />shall be governed on the ba.sis of seniority within the operator's <br />classification. The operators having the most seniority, during a nm pick, <br />shall have the first choice of runs and so on down the list until a11 runs <br />are filled. Any runs or assignments which are not picked for any particular <br />day shall be assigned to the first extra operator for that day from the <br />bottom of the seniority list. <br />-5-
