Subjective picture rating of distortions on all channels. <br />j. ^The foilowing signal quality measurements shali be made at the headend <br />for satellite services, locaily originated and over the air programming. <br />The GRANTEE along with the independent consultant, if one is engaged, <br />shall perform all test necessary and report on the following parameters <br />measured at each headend; <br />1. Video -carrier levels-and -picture quality on all r.nannels. <br />2. Audio carrier level on all channels leaving the headend. <br />3. FM radio carrierlevels, if any. <br />4. Operations of emergency override system, station monitoring system <br />and standby pourering system, ifany. <br />5. Visual evaluation of all channels leaving the headend. <br />6. All headend _and system evaluations shall be made against #he FCC <br />technical specifications in effect at the time such evaluation is made. <br />k. The independent consultant, if one is engaged, shall provide a written <br />" report detailing objective technical findings supporting objective and <br />subjective conclusions .to the City_ The report will use the simple school <br />grading system of: A=Excellent/ B= Good to excellent C= Good / D= Fair <br />to poor / E= Poor J F= Failing in rating objective findings. <br />I. Should it be determined as a result of the proof-of-performance technical <br />inspection and evaluation that any equipment used in the operations of <br />the system is not in good condition working order and repair, such <br />equipment shall be repaired or replaced. The GRANTEE shall repair or <br />replace such equipment with (45) Forty-Five days after having knowledge <br />of such equipment. This (45) forty-five days evidence of time may be <br />modified by the City upon request and satisfactory reason by the <br />GRANTEE. <br />12
