CHIEF OF FIRE Rule 1. - The Chief of Fire shall be the executive head of the Fire Department. He shall @irect all of the activities of the department? He sha11 have the exclusive right to station, transfer or assign th.:, members of the department. He shall, when required, make written reports to the Sa.fety Director furnishing him with detailed accotznts of the activities of aZZ or any part of the department. Ae shall pramulgate such orders from time to time as in his judgment are needed to maintain discipline, decorum and dignity. The Chief shall have exclusive right to suspend any officer, employee o-r fireman for incompetence, gross neglect of duty, gross immorality, habitual drunkenness, failure to obey orders given by the proper author- ity, or for any other reasonable and just cause. In the event of the suspension of any employee in the Fire Department, the Chief shall -forthwith certify such f act in writing, togetner with the cause for such suspension, to the Director of Public Safety. The Director of Public Sailety shall within five days from the receipt ther.aof proceed to inquire into the cause of such suspension and render jti-ffgemer..t thereon. Such judgement, if the charge is sustained, may be either ouspension, reduction in rank, or dismisal from the department, and such judgement shall be final except as otherwise provided by 1aw. Tize Director shall have all those powers conferred upon him by -Section 737-12 Rc. oFFZCERs Rule 2. - Officers shall report in writing, within twenty four hours to their Chief any inattention to duty, neglect or other violation of the rules and regulations by subordinates. They will be held responsible for the proper performance of firemen under their supervi8ion. Rule 3• - In case of fire, riot or other emergency, they shall immediatel; send information of the same to the officer in command; and, in the mean- time, they should take such action as the emergency may require. Rule 4e - Officers shall instruct and assist the firemen in the discharge of their duties. GENERAL RULES FOR SUPERIOR OFFICERS Rule 5. - For the purpose of this book of rules, superior officers are the Chief of the Fire Department, Assistant Chief and Lieutenant and their authority sha11 be cansictered in the order enumerated. Rule 6. - They sha11 obey all orders, set an example of eobriety, skil.i•: discretian; industry and promptness to all men under their command?
