"Commercial tractor" shall mean every motor vehicle having motive power designed or used for drawing other vehicles and not so constructed as to carry any load thereon, or designed or used, fo.r drawing ot)xer vehicles while carrying a portion of such ather vehicles, or the load thereon, or both. (Ord. 613. Passed 7-7-42.) 301.08 C.ROSSWA LK . "Crosswalk" shall mean: (a) That part of a roadway at intersections ordlnari.ly included within the real or pro- jected prolongation of pr. operty lines and-curb lines or, in the absence of curbs the edges of the tra.ve.rsa.ble roadway; (b) Any portion of a roadway at an intersection or elsewhere, distinctly indicated for pedestrian crossing by lines or other markings on the surface; (c) Notwithstanding the foregoing provisions of this section, there shall not be a crosswalk where authorized signs have been placed indicating no crossing. 301.09 DRIVER OR OPERATOR. "Driver" or "ope.rator"shall mean every person who drives or is in actual physical control of a vehicle. (Ord. 613. Passed 7-7-42.) 301.10 EMERGENCY VF~IIICLE. "Emergency vehicle" shall. mean Fire Department, Police, and State highway patrol vehicles, ambulances, vehicles of salvage corporations organized under Ohio Revised Code 1709.01 et seq. , emergency vehicles of mi.mieipal or county departments or public utility corporations when identified as such as required by law, motor vehicles when commandeered by a police officer, and motor vehicles when used by volunteer firemen responding to emergency calls in the Fire 1)e~..rtment service when identified as required by la.w. 301.11 EXPLOSIVES. "Explosives" shall nrtca.n any chemical compound or mechanical mixture that is intended for the purpose of producing an explosion that contains any oxidizing and combustible units or other ingredients in such proportions, quantities, ox• packing that an ignition by fire, by friction, by concussion, by percussion, or by a detonator of any part of the compound or mixture may cause such a sudden generation of highly heated gases that the resultant gaseous pressures are capable of producing destructive effects on contiguous objects, or of destroy- ing life or limb. Manufactured articles shall not be held to be explosives when the individual units con- fain explosives in such limited quantities, of such nature, or in such packing, that it is impossible to procure a simultaneous or a destructive explosion of such units, to the injury of life, limb, or property by fire, by friction, by concussion, by percussion or by a detonator, such as fixed ;ammunition for small arms, firecrackers, or safety fuse matches. "` "Flammable liquid" shall mean any liquid which has a flash point of seventy degrees Fahrenheit, or less, as determined by a tagliabue or equivalent closed cup test device. (Ord. 613.
