49 Nlotor and Common Carriers 341.19 <br />341.14 DRIVING WHILE ILL OR FATIGUED. <br />No motor vehicle shall be driven by any driver while his ability or alertness is so <br />impaired through fatigue, illness, or any other cause as to make it unsafe for him to drive <br />or to continue to drive a motor vehicle, nor shall he be required or knowingly permitted <br />to drive while in such condition, except in cases of grave emergency. <br />(Ord. 892. Passed 5-15-51. ) <br />341.15 LOOSE CARGO OR PARTS. <br />No motor vehicle shall be driven unless the driver thereof shall have satisfied himself <br />that the tail board or tailgate, tarpaulins, chains (except ground or contact chains), ropes, <br />stakes, poles and the like, or any part of the load, are securely fastened to prevent dang- <br />ling, flapping, swinging or falling from side, end, or top of load or body and that all pro- <br />jecting cargo is properly guarded by red flag or red lantern. <br />(Ord. 892. Passed 5-15-51. ) <br />341.16 LOAD NOT TO INTERFERE. <br />No motor vehicle shall be so loaded as to obscure the driver's view ahead, or to the <br />right and left sides, or to interfere with the free movement of his arms or legs, or to <br />prevent his free and ready access to the accessories required for emergencies. <br />(Ord. 892. Passed 5-15-51. ) <br />341.17 PRECAUTIONS DURING FUELING PROCESS. <br />(a) No motor vehicle shall be fueled or be permitted to be fueled with engine running, <br />or in the presence of any open flame. Care shall be exercised to prevent the ignition of <br />fuel by lighted cigars, cigarettes, pipes or other sources of ignition. <br />(b) No reserve supply of fuel shall be carried on any motor vehicle except in a <br />properly constructed and mounted main fuel tank, cylinder or auxiliary tank except that <br />this provision shall not be construed to prohibit the usP of a properly constructed cargo <br />tank for liquefied fuel gases as a proper source of fuel supply. <br />(Ord. 892. Passed 5-15-51. ) <br />341.18 HITCHHIKERS AND PASSENGERS. <br />No person, except the carrier, employees of the carrier, representatives of the <br />shipper when their presence is necessary for the safe care of livestock, representatives <br />of the Public Utilities Commission, or public officials in the proper performance of their <br />w duties, shall be transported upon any motor vehicle transporting property. Each person <br />permitted by this section to be transported upon such motor vehicle, except those engaged <br />in the actual operation of the motor vehicle, shall have printed or written authority there- <br />for from the carrier. Nothing contained in this rule shall be so construed as to prohibit <br />the carrying of any person in the case of an accident, or in other extreme emergencies. <br />(Ord. 892. Passed 5-15-51.) <br />341.19 ACCIDENTS. <br />The driver of any motor vehicle involved in any accident resulting in death or personal <br />injury shall forthwith stop at the scene of the accident and remain there until he shall have <br />
