341.20 TRAFFIC CODE 50 <br />rendered all possible assistance to injured persons. He shall take all reasonable pre- <br />cautions to prevent further accidents-at the scene. As soon as possible after the accident <br />the driver (if not himself a motor carrier) shall report all details of the accident to his <br />employer or supervisory officials. (Ord. 892. Passed 5-15-51.) <br />341.20 METHODS OF SECURING LOADS. <br />(a) On every motor vehicle used for transportation of all manufactured iron and <br />steel, including pipes, rods, bars, structural shapes, strips, sheets, coils, plates and <br />tin mill products, and all semifinished iron and steel articles, adequate means shall <br />be provided and used to secure such loads, and such means shall, at least, comply with <br />the following requirements. <br />(b) Vehicles shall be equipped with and operator shall use at least the number of hold <br />down devices shown in the table below: <br />(1) For powered units with a freight body . 3 <br />(2) For semitrailers ,(single or tandem axle) 4 <br />(3) For full trailers 3 <br />(c) If this number should not provide a hold down device for at least each ten foot <br />interval of load length, then additional devices shall be supplied in such number as to <br />meet this requirement. <br />(d) Tie down devices and any auxilfary equipment used for tightening and securing <br />such devices shall be of a strength at least equivalent to a "common coil" steel chain <br />having a nominal size of 3/8 inch. <br />(e) The parts of the vehicle to which the hold down devices are fastened shall be so <br />designed, constructed and maintained as to withstand safely any strength applied by the <br />chain or other hold down devices attached thereto. <br />(f) Tie down devices shall be tightened as much as practical methods permit at <br />the time the vehicle is loaded, and shall be examined by the driver within the first ten <br />miles of travel and at least every one hundred miles thereafter to assure that the load <br />remains properly secured. Passed 4-21-53.) <br />341.21 BLOCKING. <br />(a) All coils of steel loaded cylinder method, except those already skidded and <br />banded, shall be blocked to prevent rolling or sliding under normal conditions. <br />(b) Sueh loads shall be blocked with at least commercial 3" by 4" side rails and <br />such side rails shall then be braced by at least commercial 2" by 3" pieces of lumber <br />at sides and ends. <br />(c) All such blocking will not obviate the necessity for the tie down and holding <br />down devices as set forth in Section 341.20. <br />(Ord. 1035.
