-32- <br />ARTICLE XVI <br />INTERPRETATION AND ADP'BNISTRATION <br />Section 1. ADitZdISTRATIVE OFFICER. The duty of admin- <br />istering and enforcing the provisions of this ordinance is hereby conferred <br />upon the Building Commissioner, hereinafter referred to as the Adminis- <br />trative Officer. <br />Section 2. INTE''3PRETATION - PURPOSE <br />~~ <br />(a) In interpreting and applying the provisions of this <br />"" ordinances they shall be held to be the minimum requirements for the <br />.: <br />promotion of public health, safety or general welfare. tAhere this ord- <br />inance imposes greater restrictions upon the use of a building or land or <br />upon the height, bulk or size of a building or structure or requires larger <br />open spaces than are imposed or required by other ordinances, rules, <br />regulations or permits, or by easements, covenants or agreements, the <br />provisions of this ordinance shall govern. Where any other ordinances, <br />rules, regulations or permits, or arry easements, covenants or agreements <br />impose greater restrictions upon the use of a building or land, or upon <br />the heights, bulk or size of a building or structure, or require larger <br />open spaces than are required under the regulations of this ordinance, <br />such provision shall govern. <br />(b) All structures, the construction of which or a portion <br />of which has been begun, or for which a contract or contracts have been lets <br />prior to the passage of this ordinance, may be completed and used in <br />accordance with the original plans. <br />(c) If the construction or structural alteration of a <br />structure has been planned, but no substantial construction has been made <br />and no contract or contracts have been let for its construction, prior to <br />the passage of this ordinances ~ permit for such construction or structural <br />alteration shall be required before such construction or structural alter- <br />ation shall be undertaken. <br />(d) If after the issuance of a permit, the operations <br />authorized thereunder are not commenced within sixty (60) days after the <br />date of permit, or if after the commencement of operations the work is <br />discontinued for a period of four (tt) months, such permit shall be void <br />work may not again be commenced until a new permit shall have been issued <br />as for the original work and building materials and equipment on the <br />ground shall. be removed or stored according to the requirements of the <br />_,.. <br />,~,.~ .~.~r.._,~, <br />
