Meetings of the Board shall be held at least once <br />a month and at such other times as the $oard may determine, or upon call of the <br />chairman. All mestangs shall be open to the public. The Hoard shall adopt ite own <br />rules of procedure and shall keep a record of its proceedings showing the vote of <br />each member upon each question, or if absent or failing to vote indicating such <br />fact; and shall keep records of its examinations and other official actions. Every <br />rule or regulation, every amendment or repeal thereof and every order, requirement, <br />decision or determination of the Hoard shall imrnediate],jr he filed in the office of <br />the Board and becomes a public record. <br />Section 3. A,~. An appeal from the decision of the Administrative <br />Officer may be made to the Board of Appeals by any person aggrieved or by any offi~- <br />csr of the City affected by any decision of the Administrative Officer. The appel- <br />lant shall file with the Administrative Officer and with the Board of Appeals a <br />notice of appeal specifying the grounds thereof. Such appeal shall be taken within <br />a reasonable time as provided by the rules of the Board by filing with the officer <br />fpm whom the appeal is takes and with the Board of Appeals a notice of appeal <br />specifying the grounds thereof. The Administrative Officer shall forthwith tranmmit <br />to the Board all papers constituting the record upon which the action appealed from <br />was taken. <br />Section 4. PAS ANA ~T~ <br />(a} The Board shall hear and decide appeals de novo and review and appeal <br />any order, requirements decision or determination made by the Administrative <br />Officer, in the enforcement of application of this ordinance, and upon such appeal <br />mfr, in accordance with the provisions of this ordinance, reverse or affirm, wholly <br />or pa~~+Y, or mil' ~~=`Yi ~4 such order, requirea-ent, decision or determination. <br />(b) If after a permit has been authorised by the Board, such ~rmit if <br />nait lifted from the office of the Administrative Officer within a period of six (6) <br />months from the date of authorization, then such authorization shall be sail.l and no <br />permit shall be used thereunder. <br />(c) The Board shall fix a reasonable time for the hearing of an appeal <br />taken within the time specified by its rules; shall give public notice thereof as <br />well as due notice to the parties in interest; and shall decide the same within a <br />reasonable titae, Upon the hearing of such appeal, any party maY appear ~ Person or <br />by agent or by attorney. <br />
