70 <br />than fifty (50) feet in width: <br />(b) All dead-end highways shall have adequate turning apace for vehiclem <br />at the dead-end, the exterior turning radius of the turning circle to be a mini- <br />mum of forty (40) feet. <br />Section 1,.. In order to co-ordinate the proposed allotment or highways <br />with the general county plan, the plan shall be submitted to the Planning Commis- <br />sion of the city (See Secs, 105 and 120) and the City Engineer, and his written <br />recommendations in reference thereto shall be considered by the Council before <br />taking final action thereon. (Sec. 1~, Ord. 62, Sept. 4, 1917).. <br />Section 5. Prior to final acceptance of any dedications, the applicant <br />shall furnish the Council with abstract, certificate of title, policy of title <br />insurance, or Torrens~ Certificate, showing title to dedicated lands free of <br />all liens and encumbrances, to the approval of the legal advisor of the Council. <br />(Sec. 5 Ord. 62, Sept. t~, 1917) . <br />Section 6. Except as provided in Section $, and as a condition of the <br />acceptance and dedication of any highway, the following improvements shall be <br />required to be made by the allotter, to wit: <br />(a) The grade shall be made to conform to the grade established or <br />approved by the Council. <br />(b) Sidewalks of sawed stone or concrete shall be laid. <br />(c) All culverts and bridges necessary within the street lines of the <br />property; all box culverts necessary to carry surface drains; all required <br />drainage or outlets; all cross walks; and all work necessary at the intersection <br />of existing attests, and with storm sewers in said streets of sufficient sees <br />and depth to drain all cellar bottoms of buildings abutting on said stresLs. <br />(Sec. 6, Ord. 62, Sept. 4, 1917). <br />Section 7, Adequate sewer and water facilities shall also be installed <br />by the allotter where connections for such facilities are at the limits of the <br />property, unless the Council shall deem it advisable to install such facilities <br />under special assessment proceedings instituted immediately upon the acceptance <br />of the dedication. {Sec. 7, Ord, b2, Sept. k, 1917). <br />Section g, Where a highway is desirable along the boundary between <br />the proposed allotment and unallotted lands, and the owner of unallotted lands <br />fails to cooperate in opening and improving such highway, the Council may permit <br />either of a rededication of one-half of such highway immediately adjacent to <br />the boundary lines, or of a dedication of the entire highway within the lines of <br />the proposed allotment with a reserved strip next ad3acent to the unallotted <br />lands and innprovemsn*..s shall be made by the allotter in said highway as follows: <br />
