Council Minutes of 02-04-2014 <br /> members Brossard, Hemann, Limpert and Schumann; Mayor Kennedy, Finance Director <br /> Copfer, Planning/Development Director and guests. <br /> • Discussed first was Ordinance 2014-2 which is an Ordinance amending the rates <br /> of compensation for various Administrative and Legislative personnel for the <br /> years 2012, 2013 and 2014 to retroactively restate the 2013 and 2014 salary <br /> ranges for the City Prosecutor and Nutrition Aides; to amend Section 8C to <br /> retroactively allow for support personnel (part-time/seasonal); to amend Section 7 <br /> D6 for an increase in the range for support personnel (part-time/seasonal) for <br /> 2014; and to otherwise restate the compensation rates and descriptions for various <br /> Administrative and Legislative personnel for the years 2012, 2013 and 2014, and <br /> declaring an emergency. All of these items in the Ordinance were approved <br /> during budget hearings. It was finalized for the upcoming year 2014. The <br /> committee voted 3-0 to recommend approval of Ordinance 2014-2 with <br /> suspension of the rules. <br /> • Discussed last was Resolution 2014-6 which is a Resolution authorizing the <br /> Mayor to request proposals from firms qualified to conduct a comprehensive <br /> curbside leaf collection program; further authorizing the Mayor to enter into an <br /> agreement with the firm selected in the RFP process, after approval by the Board <br /> of Control. The committee voted 3-0 to recommend approval of Resolution 2014- <br /> 6. <br /> Councilman Brossard, Chairman of the Recreation, Public Parks & Buildings Committee: <br /> The Recreation Committee met Tuesday January 28, 2014 at 7:57 p.m. Present were <br /> committee members Brossard, Kearney and Schumann; Council President Jones; Council <br /> members Barker, Hemann, Limpert; Mayor Kennedy, Finance Director Copfer and <br /> Planning/Development Director Wenger. <br /> • Discussed first was Ordinance 2014-4 which is an Ordinance amending <br /> Ordinance No. 2012-57 to establish additional fees ranges for newly created <br /> fitness programs and to restate the program fees for use of park and recreation <br /> facilities. Director Wenger gave a description of the revisions and updates which <br /> essentially add a section with membership fees and their ranges which were <br /> previously approved by the Recreation Commission. The committee voted 3-0 to <br /> recommend approval of Ordinance 2014-4. <br /> • Discussed last was Resolution 2014-5 which is a Resolution authorizing the <br /> Mayor to advertise for bids for the award of a contract to provide construction and <br /> renovation services at the North Olmsted Recreation Center to include front lobby <br /> redesign, new fitness area and pool locker rooms, and authorizing the Mayor, <br /> following approval of the Board of Control, to contract for the same with the <br /> lowest and best bidder, and declaring an emergency. It was reiterated that this is <br /> going out to bid at the end of March. The only significant change since the plans <br /> were first introduced is that they have since added a childcare center and an <br /> additional meeting room. Construction is anticipated some time near the end of <br /> May.
