Council Minutes of 02-04-2014 <br /> AUDIENCE PARTICIPATION <br /> Dennis Lambert, 25057 Carey Lane commented regarding 2014-5. He did not attend the <br /> Recreation Committee meeting regarding this legislation, but he did listen to Councilman <br /> Brossard's report. Apparently even the dates are set for the work to begin at the <br /> Recreation Center even though Council hasn't approved this. The Board of Control <br /> determines the spending on this. He did not hear that there was a feasibility study done <br /> regarding any of the work at the Recreation Center. Going back to 2002, the city has <br /> spent a lot of money on the Recreation Center for rebuilding, fixing, etc. The Recreation <br /> Center has outlived its usefulness. It's inefficient, ineffective and it has need work <br /> continuously. He said Council is not considering any of this, and there needs to be a <br /> feasibility study. <br /> LEGISLATION <br /> Ordinance 2014-2 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance amending the rates of compensation for various Administrative and <br /> Legislative personnel for the years 2012, 2013 and 2014 to retroactively restate the 2013 <br /> and 2014 salary ranges for the City Prosecutor and Nutrition Aides; to amend Section 8C <br /> to retroactively allow for support personnel (part-time/seasonal); to amend Section 7 D6 <br /> for an increase in the range for support personnel (part-time/seasonal) for 2014; and to <br /> otherwise restate the compensation rates and descriptions for various Administrative and <br /> Legislative personnel for the years 2012, 2013 and 2014, and declaring an emergency. <br /> Councilman Kearney made a motion to suspend the rule requiring three readings as this <br /> was discussed in committee. The motion was seconded by Councilman Schumann and <br /> passed unanimously. Councilman Kearney moved for adoption. The motion was <br /> seconded by Councilman Schumann and passed unanimously. Ordinance 2014-2 <br /> adopted 7-0. <br /> Ordinance 2014-4 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance amending Ordinance No. 2012-57 to establish additional fees ranges for newly <br /> created fitness programs and to restate the program fees for use of park and recreation <br /> facilities. <br /> Resolution 2014-5 introduced by Mayor Kennedy was given its second reading. A <br /> Resolution authorizing the Mayor to advertise for bids for the award of a contract to <br /> provide construction and renovation services at the North Olmsted Recreation Center to <br /> include front lobby redesign, new fitness area and pool locker rooms, and authorizing the <br /> Mayor, following approval of the Board of Control, to contract for the same with the <br /> lowest and best bidder, and declaring an emergency. <br /> Resolution 2014-6 introduced by Mayor Kennedy was given its second reading. A <br /> Resolution authorizing the Mayor to request proposals from firms qualified to conduct a <br /> comprehensive curbside leaf collection program; further authorizing the Mayor to enter <br /> into an agreement with the firm selected in the RFP process, after approval by the Board <br /> of Control. <br /> 5 <br />
