Council Minutes of 02-18-2014 <br /> • The North Olmsted Police Department responded to an address on Gareau Drive <br /> on February 5, 2014 where a deceased male (45) and female (49) were found. No <br /> foul play could be determined by the Coroner's office and toxicology reports will <br /> be available in 45 to 60 days. <br /> Director of Law Gareau: <br /> • He referenced Resolution 2014-16 (Morris Cadillac Lease Agreement) briefly <br /> reviewed the details with Council. <br /> • He congratulated City Council for putting all of their legislation and minutes <br /> online. The scanned versions of this information dating back over 100 years is a <br /> great feature to have to be able to search these documents. He said Council Clerk, <br /> Marie Gallo, has done a very nice job with that. She took the lead on this, and <br /> Council cooperated and went along with this project. It's a great benefit for the <br /> city, and a way to get more information out to people in the public. <br /> • He asked the Mayor if he rescheduled his ski event. The Mayor said that the ski <br /> event has not been rescheduled yet. <br /> Director of Finance Copfer: <br /> • She provided Council with information regarding budget follow-up matters. <br /> • She attended the first Master Plan Steering Committee meeting mentioned by the <br /> Mayor earlier. She is very excited to be a part of the process and was very <br /> pleased with how the city's consultant determined the content and ran the <br /> meeting. <br /> • She neglected to report that the city sold their Notes on January 22, 2014. They <br /> were sold at a premium with a coupon yield of .75% and a total interest cost of <br /> .56%. This is the same rate they paid on Notes in 2012. This equates to $19,259 <br /> in interest due in one year on the borrowing of the $2.5 million. <br /> Councilman Barker, Chairman of the Public Safety, Health& Welfare Committee: <br /> The Finance Committee met Tuesday February 11, 2014 at 7:04 p.m. Present were <br /> committee members Barker and Williamson and Brossard; Council members Hemann, <br /> Kearney, Limpert and Schumann; Law Director Gareau, Finance Director Copfer, <br /> Human Resources Director Farver and Planning/Development Director Wenger. <br /> • Discussed first was Resolution 2014-9 which is a Resolution dispensing with the <br /> RFP process and authorizing the Mayor to enter into an agreement with the Senior <br /> Transportation Connection of Cuyahoga County to provide for, among other <br /> services, senior citizen transportation services, and declaring an emergency. <br /> NOCOP (the North Olmsted Commission on Paratransit) was formed in 1990 and <br /> consisted of a group of three cities — North Olmsted, Olmsted Falls and Olmsted <br /> Township. This commission was the leader in senior transportation seniors as <br /> well as people with disabilities. NOCOP has been mirrored by many cities and <br /> has been a partner for quite of few years with Senior Transportation Services of <br /> Cuyahoga County. NOCOP has been a "go between" with our three cities and <br /> STC. Olmsted Township left in 2013, so the Commission has consisted of North <br /> Olmsted and Olmsted Falls through the end of the year. This Resolution allows <br /> the city to directly deal with STC. In doing so, the city is closing down NOCOP. <br /> There will be direct billing from the County, and direct pay from the City of <br /> 2 <br />
