Council Minutes of 02-18-2014 <br /> North Olmsted. Contract protocol changes are as follows: Elimination of trips <br /> for employment, education, adult day care and shopping; add a trip to Great <br /> Northern Mall Dialysis (continue to provide rides); the rider should apply to RTA <br /> for continued ongoing service after their first STC trip (RTA usually provides a <br /> decision between 6 and 8 weeks. If the rider is denied by RTA then add $5.00 <br /> each way on the current tiered rate); increase the rate for personal trips $1.00 each <br /> way. These changes will take effect on April 1, 2014. With some discussion <br /> mostly regarding the great history of NOCOP, a motion was made by Councilman <br /> Barker to recommend approval of Resolution 2014-9 to Council with suspension. <br /> The motion was seconded by Councilwoman Williamson, and the vote was 2-0 to <br /> recommend approval with suspension. <br /> • Discussed next was Resolution 2014-3 which is a Resolution dispensing with the <br /> Request for Proposal ("RFP") process and authorizing the Mayor to enter into an <br /> agreement with the Ohio Attorney General to perform delinquent debt collection <br /> services, and declaring an emergency. <br /> Councilwoman Williamson gave a report regarding Resolution 2014-3: <br /> She had indicated that this Resolution was brought because the city does not currently <br /> have a collection process in place for outstanding EMS invoices. There is a considerable <br /> amount of uncollected debt. An inquiry was made regarding the possibility of expanding <br /> the collection services of the Attorney General's office for other outstanding debt owed <br /> to the city. It was decided to initially work with the Attorney General's office on EMS <br /> billing and possibly expand to other areas in the future. She expressed concerns working <br /> with the debtors due to hardships and to make certain that the Attorney General's office <br /> would as well. The normal billing process will be followed, which is sending out three <br /> bills before sending the debtor to the State for collections. Suspension was requested <br /> since the Attorney General's office has the ability to cease state income tax returns as it's <br /> currently tax season. The committee voted 2-0 to recommend approval of Resolution <br /> 2014-3 with suspension. The meeting was adjourned at 7:34 p.m. <br /> Councilman Schumann, Vice Chairman of the Finance Committee (Report attached). <br /> Councilman Schumann made a motion to amend Ordinance 2014-8 as follows: In the <br /> General Fund, the Capital Outlay to include Chambers chairs for $8,000; Mayor's Court <br /> second part-time Assistant Clerk 24 hours a week for $26,076 in wages and benefits; <br /> Finance office supplies reduced by $500; In Street Maintenance Repair Fund, increase in <br /> wages and benefits of$50,799 for additional overtime due to the weather so far in 2014. <br /> The motion was seconded by Councilman Barker and passed unanimously. Ordinance <br /> 2014-8 amended 6-0. <br /> Councilwoman Williamson, Chairwoman of the Streets & Transportation Committee: <br /> The Streets and Transportation Committee met on Tuesday, February 11, 2014, at <br /> 7:36pm. Present were committee members Williamson, Hemann and Limpert; Council <br /> members Barker, Schumann and Kearney; Safety/Service Director Glauner, Planning <br /> Director and guests. <br /> 3 <br />
