Council Minutes of 02-18-2014
• Discussed first was Resolution 2014-10, which is a Resolution dispensing with
the RFP process and authorizing the Mayor to enter into a contract with Cuyahoga
County/Cuyahoga County Engineer for the purpose of providing inspection
services for bridges and culverts. Planning Director Wenger stated the City has
contracted with the County engineer since 2010 to perform required inspection of
bridges and culverts. State and federal requirements provide the inspection of the
bridges on an annual basis to rate our structures and identify required maintenance
and capital improvements. The contract proposal for this year is $5900. A
motion was made to recommend to approval of Resolution 2014-10, and the
motion passed 3-0.
• Discussed next was Resolution 2014-11 which is a Resolution authorizing the
Director of Public Service/Mayor to advertise for bids for the award of a contract
to provide cracksealing on various streets at various locations in the City, as
detailed in the specifications on file in the Service Department, and authorizing
the mayor, following approval of the Board of Control, to contact for the same
with the lowest and best bidder, and declaring an emergency. Service Director
Glauner stated the City would like to bid approximately 60,000 pounds of
cracksealing by an outside contractor. The estimated cost of this project would be
approximately $8000. The primary focus would be Lorain Road from Canterbury
to Stearns. A motion was made to recommend to approval of Resolution 2014-
11, and the motion passed 3-0.
• Discussed next was Resolution 2014-12, which is a Resolution authorizing the
Director of Public Service/Mayor to advertise for bids for the award of a contract
to provide new pavement markings to various streets at various locations in the
City, as detailed in the specifications on file in the Service Department, and
authorizing the Mayor, following approval of the Board of Control to contract for
the same with the lowest and best bidder, and declaring an emergency. Service
Director Glauner requested to go to bid for street striping throughout the City. In
2011, the City did the center lines and some turn lanes and curb lines. This
particular project will cover the remaining areas with the exception of those areas
that will be resurfaced as those projects have the striping included. The cost is
approximately $110,000. A motion was made to recommend to approval of
Resolution 2014-12, and the motion passed 3-0.
• Discussed last was Resolution 2014-13 which is a Resolution authorizing the
Director of Public Service/Mayor to advertise for bids for the award of a contract
to provide asphalt resurfacing and related repairs upon City streets, as detailed in
the specifications on file with the engineer, and authorizing the Mayor, following
approval of the Board of Control, to contract for the same with the lowest and best
bidder, and declaring an emergency. Service Director Glauner requested to bid
for the asphalt resurfacing and curb work for various areas in the City. There are
three streets that need immediate repair which are Dorchester, Mitchell and
Randall. There will be an asphalt overlay on these streets. In addition, Walter
Road will be resurfaced between Lorain and Gessner. The approximate cost is
$390,000.
