Council Minutes of 03-18-2014
That flagpole in his neighborhood is extremely significant. Several of his neighbors have
significant others that have served in the armed forces. They have two lights that light up
the flagpole. One was out about a month ago and he reported it to CEI. That was a
concern of Thomas O'Grady that the flagpole has lights. That flagpole has held flags —
not only that draped his father-in-law's coffin who served in Korea — but others as well.
He wishes there were more flagpoles around for people to see and appreciate.
Mark Mahoney, 26808 Fairfax Lane thanked all of this former colleagues and friends for
their warm welcome this evening. He misses everyone and appreciates the thoughts and
kindness over the years. He joked that Lambert hasn't given him any ammunition tonight
for him to make a comment. He wanted to take a shot at Dennis but everything he said
was pretty good (laughter). Lambert told him to hang around he might have a comment
later and Mahoney said that is probably true. Mahoney joked that some things to not
change — Councilman Barker still pretends to not like giving committee reports
(laughter). Mahoney said he regretted never introducing legislation to pay the Planning
and Design Committee members. The Board of Zoning Appeals members get paid $10 a
meeting. He asked if there is any discussion on that. President Jones said there was no
discussion at the last budget committee meeting. Mahoney encouraged Council to
consider paying the Planning and Design Commission members.
LEGISLATION
Ordinance 2014-7 introduced by Mayor Kennedy was given its second reading. An
Ordinance providing for the amendment of the Zone Map of the City of North Olmsted
by rezoning Permanent Parcel Nos. 234-02-001, 234-02-002, 234-02-003, 234-02-004,
234-02-005, 234-02-014 and 234-08-007, from Limited Industry-Industrial Park to
Motorist Service District
Resolution 2014-20 was introduced and placed on first reading by Mayor Kennedy. A
Resolution authorizing the Director of Planning and Development to advertise for bids
for the award of a contract to provide construction services for the North Olmsted Senior
Center Patio Project, and authorizing the Mayor, following approval of the Board of
Control, to contract for the same with the lowest and best bidder.
Resolution 2014-21 was introduced and placed on first reading by Mayor Kennedy. A
Resolution authorizing the Mayor to purchase a new Ford F150, Model LRV60-E70 Tree
Trimming Ariel Truck from Altec Industries, Inc. at a cost of $154,387.00, all through
the State Purchase Program; and further authorizing the Mayor to execute all documents
necessary to effectuate such purchase, and declaring an emergency. Councilman Barker
made a motion to suspend the rules requiring three readings and formal committee review
as this was discussed during budget hearings and this evening during Caucus. The
motion was seconded by Councilman Kearney and passed unanimously.
Dennis Lambert, 25057 Carey Lane said several months ago the former Safety/Service
Director sold a truck at the WWTP — an international harvester about 10 years old — and
Lambert noted then that the truck is a combination of a universal frame and a dump.
Safety/Service Director Glauner noted during Caucus this evening that there is a process
and time frame needed to fabricate this truck. Those terms basically mean that they're
3
