Council Minutes of 10-01-2013 <br /> Director of Finance Copfer: <br /> ``fir • The NOCOP board me September 20, 2013 and approved the contracts for 2013. <br /> There is one from January through August, and the additional contract for <br /> September through December reflects Olmsted Twp. leaving NOCOP for <br /> budgetary reasons. <br /> • The sewer agreement with Cuyahoga County is on first reading tonight. The city <br /> has had meetings with the County and Olmsted Twp. regarding this. She <br /> requested that this be discussed in committee. <br /> • The CAFR was released by the Auditor of State on Thursday September 26, 2013. <br /> It's posted on their website and on the city's website under the Finance Dept. <br /> Reports tab. Additionally, the PAFR was filed and posted on the city's homesite <br /> webpage on September 30, 2013. She acknowledged Ass't Finance Director, <br /> Jessica Howlett's, hard work on this. The PAFR restates audited information and <br /> provides informative financial information in an easily understandable manner for <br /> non-financial readers. <br /> Councilman Barker, Chairman of the Finance Committee: <br /> The Finance Committee met Tuesday September 24, 2013 at 7:00 p.m. Present were <br /> committee members Barker, Schumann and Kearney; Council President Jones; Council <br /> members Brossard, Smith, Orlowski and Williamson; Finance Director Copfer, Clerk of <br /> Council Gallo and the Network Administrator. <br /> • The committee a presentation by each company (CASNET, Hyland and Records <br /> fir► Imaging) explaining on how they would digitize Council's documents and put <br /> them on the internet for all to see and search. This includes all ordinances, <br /> resolutions and minutes since the start of the city and going forward. There will <br /> be one more meeting to discuss this, and the committee is waiting for some <br /> answers from the Administration to see if other departments will participate so <br /> that City Hall and residents will have the opportunity to obtain documents plus <br /> other documents from other departments. <br /> • Discussed last was Ordinance 2013-85 which is a Resolution authorizing the <br /> Director of Human Resources to request proposals from personal services to <br /> obtain comprehensive municipal liability, automotive liability and physical <br /> damage, public officials errors and omissions, police professional liability, <br /> property, inland marine, boiler and machinery, broad form crime, EDP, umbrella, <br /> liquor liability and other various insurance coverage required by the City of North <br /> Olmsted, as a package, and, following selection by the Board of Control, <br /> authorizing the Mayor to enter into a contract for said insurance package, and <br /> declaring an emergency. This is done on an annual basis. There was a brief <br /> discussion in which the committee was advised that the rates may be higher due to <br /> higher claims experienced over the past few years. Motion was made by Barker, <br /> second by Schumann. The committee voted 3-0 to recommend approval of <br /> Ordinance 2013-85.
