Council Minutes of 10-01-2013 Director of Finance Copfer: ``fir • The NOCOP board me September 20, 2013 and approved the contracts for 2013. There is one from January through August, and the additional contract for September through December reflects Olmsted Twp. leaving NOCOP for budgetary reasons. • The sewer agreement with Cuyahoga County is on first reading tonight. The city has had meetings with the County and Olmsted Twp. regarding this. She requested that this be discussed in committee. • The CAFR was released by the Auditor of State on Thursday September 26, 2013. It's posted on their website and on the city's website under the Finance Dept. Reports tab. Additionally, the PAFR was filed and posted on the city's homesite webpage on September 30, 2013. She acknowledged Ass't Finance Director, Jessica Howlett's, hard work on this. The PAFR restates audited information and provides informative financial information in an easily understandable manner for non-financial readers. Councilman Barker, Chairman of the Finance Committee: The Finance Committee met Tuesday September 24, 2013 at 7:00 p.m. Present were committee members Barker, Schumann and Kearney; Council President Jones; Council members Brossard, Smith, Orlowski and Williamson; Finance Director Copfer, Clerk of Council Gallo and the Network Administrator. • The committee a presentation by each company (CASNET, Hyland and Records fir► Imaging) explaining on how they would digitize Council's documents and put them on the internet for all to see and search. This includes all ordinances, resolutions and minutes since the start of the city and going forward. There will be one more meeting to discuss this, and the committee is waiting for some answers from the Administration to see if other departments will participate so that City Hall and residents will have the opportunity to obtain documents plus other documents from other departments. • Discussed last was Ordinance 2013-85 which is a Resolution authorizing the Director of Human Resources to request proposals from personal services to obtain comprehensive municipal liability, automotive liability and physical damage, public officials errors and omissions, police professional liability, property, inland marine, boiler and machinery, broad form crime, EDP, umbrella, liquor liability and other various insurance coverage required by the City of North Olmsted, as a package, and, following selection by the Board of Control, authorizing the Mayor to enter into a contract for said insurance package, and declaring an emergency. This is done on an annual basis. There was a brief discussion in which the committee was advised that the rates may be higher due to higher claims experienced over the past few years. Motion was made by Barker, second by Schumann. The committee voted 3-0 to recommend approval of Ordinance 2013-85.
