Council Minutes of 11-06-2013 expiring in March of 2014. Director Thomas asked that these requests go out now to be ahead on getting bids for the various items requested. After some brief discussion, Councilman Barker made a motion to recommend approval of Resolution 2013-91. The motion was seconded by Councilman Kearney and the vote was 3-0 to recommend approval of Resolution 2013-91. Councilman Barker made a motion to recommend approval of 2013-92. The motion was seconded by Councilman Schumann and the vote was 3-0 to recommend approval of 2013-92. A motion was made by Councilman Barker to recommend approval of 2013-93. The motion was seconded by Mr. Kearney and the vote was 3-0 to recommend approval of 2013-93. The meeting was adjourned at 7:34 p.m. Councilwoman Williamson, Chairwoman of the Public Safety, Health & Welfare Committee: The Public Safety Committee met Tuesday, October 22, 2013 at 7:00 p.m. Present were committee members Williamson, Smith & Schumann; Council President Jones; Council members Barker, Kearney & Orlowki; Mayor Kennedy, Law Director Gareau & guests. • Discussed first was Ordinance 2013-90 which is an Ordinance amending Section 337.26 of the Traffic Code of the City of North Olmsted entitled "Child Restraint System Usage" in order to (1) eliminate the provision that the failure to properly restrain multiple children in a single event constitutes a single offense; (2) increase the maximum fine; and (3) make a violation a primary offense. Council President Jones introduced this legislation and spoke with regard to its necessity. She explained that the state law was amended in 2009 requiring car seats and booster seats for children. She proposed amendments to our local Code including increasing fines not to exceed $150 per violation, making failure to property restrain a child will become a primary offense and to allow multiple offenses for more than one child rather than a single offense. The committee voted 3-0 to recommend approval of Ordinance 2013-90. • Discussed next was Ordinance 2013-72 which is an Ordinance amending Chapter 521 of the Codified Ordinances of the City of North Olmsted entitled, "General Offenses Code; Health, Safety and Sanitation" for the purpose of establishing a new Section 521.16 entitled "Constructing, Cleaning and Repairing Sidewalks" in the City of North Olmsted. While the committee was waiting for additional information, a motion was made to hold this legislation in committee. The committee voted 3-0 to hold the legislation in committee. The meeting was adjourned at 7:10 p.m. Councilman Smith, Chairman of the Building, Zoning & Development Committee: The BZD Committee met Wednesday, November 6, 2013 at 7:15 p.m. Present were committee members Smith, Kearney & Barker; Councilman Schumann, Mayor Kennedy, Planning/Development Director Wenger, Law Director Gareau and guests. • Discussed was CMS13-36 Westfield Corp. Mama Fu's Restaurant and Le Grand Orchid Salon located at 4952 Great Northern Mall.
