Council Minutes of 11-06-2013 <br /> to match the neighboring cinema. Other finishing details approved by the <br /> Planning Commission were outline as well. Sign variances were granted by the <br /> 'tar Board of Zoning Appeals. Councilman Smith made a motion to recommend <br /> approval of CMS13-36. The motion was seconded by Councilman Barker and the <br /> committee voted 3-0 to recommend approval of CMS13-36. The meeting was <br /> adjourned at 7:21 p.m. <br /> Councilman Smith made a motion to approve CMS13-36 Westfield Corp. Mama Fu's <br /> Restaurant and Le Grand Orchid Salon located at 4952 Great Northern Mall. The motion <br /> was seconded by Councilman Barker and passed unanimously. CMS13-36 approved 6-0. <br /> On behalf of Councilman Brossard, Council President Jones indicated that he was <br /> thankful for everyone that participated in the election process. He had asked her to read a <br /> letter for him, but she thought it would be more personal coming from him at the next <br /> Council meeting. But, she wanted to thank everyone on his behalf. <br /> AUDIENCE PARTICIPATION <br /> Dennis Lambert, 25057 Carey Lane said he would like to say that he appreciates the <br /> opportunity to run for office. He congratulated those that won the election, especially his <br /> opponent Nicole Dailey Jones. Their campaign was very positive and issue-driven. He <br /> appreciates the opportunity to address issues along with her. He paid a special tribute to <br /> Councilman Orlowski who did not run for another term. He said he is very pleased for <br /> Ms. Hemann who will be replacing Orlowski, but she has big shoes to fill. Over the <br /> years, Councilman Orlowski has maintained contact with the residents via telephone <br /> and/or delivering memos from the city. He thanked Gareau for his interpretation of the <br /> Charter language regarding the at-Large Council seat. He is glad that Gareau ruled that <br /> the city does not have to have a run-off. Gareau reviewed what he had said in his report <br /> earlier regarding the unexpired term at-Large Council race. <br /> LEGISLATION <br /> Ordinance 2013-90 introduced by Council President Jones was given its second reading. <br /> An Ordinance amending Section 337.26 of the Traffic Code of the City of North Olmsted <br /> entitled "Child Restraint System Usage" in order to (1) eliminate the provision that the <br /> failure to properly restrain multiple children in a single event constitutes a single offense; <br /> (2) increase the maximum fine; and (3) make a violation a primary offense. <br /> Resolution 2013-91 introduced by Mayor Kennedy was given its second reading. A <br /> Resolution authorizing the Mayor to advertise for bids for diesel fuel and gasoline <br /> products for use by the City of North Olmsted, as per specifications on file, and <br /> authorizing the Mayor, after approval of the Board of Control, to enter into a contract to <br /> purchase such products. <br /> Resolution 2013-92 introduced by Mayor Kennedy was given its second reading. A <br /> Resolution authorizing the Director of Public Service to advertise for bids for the <br /> purchase of 5,000 tons of asphalt materials for various Service Department needs <br /> throughout the city as detailed in the specifications on file, further authorizing the Mayor <br /> 4 <br />
