Council Minutes of 11-19-2013 <br /> Appellate District and then he petitioned the Ohio Supreme Court. The Supreme <br /> Court of Ohio has declined jurisdiction and the case is resolved. <br /> • Regarding property maintenance, one sentence was imposed on a vehicle <br /> complaint, two convictions pending sentencing, four open cases subject to <br /> conviction, thirteen complaints authorized and awaiting filing and service, two <br /> additional complaints referred to law pending prosecution and three complaints <br /> with unresolved issues. <br /> Director of Finance Copfer: <br /> • The third quarter financial statement review narrative was sent to the <br /> Administration and Council on November 8, 2013. Please contact her with any <br /> questions or concerns. <br /> • The City of North Olmsted received the Auditor of State Award with Distinction <br /> for its Comprehensive Annual Financial Report for the year ending December 31, <br /> 2013. This is presented to local governments and school districts who meet <br /> specific criteria. Auditor Yost said that clean financial books are vital to the <br /> accountability in government. The City of North Olmsted is clearly committed to <br /> maintaining accurate records. The award was presented at the Municipal Finance <br /> Officers Association last Wednesday November 13, 2013 and is displayed in the <br /> City Hall second floor lobby. <br /> • RITA sponsored a three hour conference on changes to municipal income tax <br /> featuring an update on RITA's efforts to make the collection process more <br /> efficient and effective— a lot dealing with technology and online information. <br /> • She E-mailed the Mayor, Law Director and Council with a memorandum from <br /> RITA prepared this week regarding the passage of amended substitute HB 5 and <br /> the impact to municipalities. <br /> Councilman Schumann, Vice-Chairman of the Finance Committee: <br /> The Finance Committee met on Tuesday November 12, 2013 at 7:00 p.m. Present were <br /> committee members Schumann and Kearney; Council President Jones; Council members <br /> Brossard and Smith; Mayor Kennedy, Finance Director Copfer, Safety/Service Director <br /> Thomas, Planning/Development Director and guests. <br /> • Discussed was Ordinance 2013-95 which is an Ordinance to make and transfer <br /> appropriations and other expenditures for the City of North Olmsted for the year <br /> ending December 31, 2013, and declaring an emergency, as amended. The <br /> worksheet is attached. The committee voted 2-0 to recommend approval of <br /> Ordinance 2013-95 with suspension. Ms. Copfer presented amendments at this <br /> evening's Caucus as well. <br /> • Discussed last was Planning/Development Director Wenger's proposal — which <br /> will be legislation— regarding the Building Commissioner Position. Currently the <br /> position is being handled by Jeff Grusenmeyer & Associates at about $100 an <br /> hour. Mr. Grusenmeyer currently serves as the city's plans examiner and has <br /> been doing a double duty and handling it well. The proposal is for the city to hire <br /> Mr. Grusenmeyer as the Building Commissioner in a part-time, permanent <br /> capacity approximately 12 hours a week at $40,000 per year over three years.
