Council Minutes of 11-19-2013 <br /> Councilman Orlowski and passed unanimously. Ordinance 2013-98 placed back into the <br /> Safety Committee 7-0. <br /> Councilman Schumann, Chairman of the Environmental Control Committee: <br /> The Environmental Control Committee met Tuesday November 12, 2013 at 7:55 p.m. <br /> Present were committee members Schumann and Brossard; Council President Jones; <br /> Council members Kearney, Smith and Williamson; Mayor Kennedy; Safety/Service <br /> Director Thomas and Brian Blum of the WWTP. <br /> • Discussed was Resolution 2013-101 which is a Resolution authorizing the <br /> Director of Public Service to advertise for bids for the award of a contract to <br /> install a sewage grinder at the Broxbourne Pump Station, as detailed in the <br /> specifications on file in the Service Department, and, following approval of the <br /> Board of Control, authorizing the Mayor to enter into a contract with the lowest <br /> and best bidder, and declaring an emergency. Mr. Blum explained the need to <br /> install a sewage grinder at the Broxbourne Pump Station in order to increase <br /> productivity and reduce man hours of cleaning out the pump when it becomes <br /> jammed. Sewer improvement funds are on hand, and the estimated cost is <br /> $26,000 for the grinder and $4,000 to install it. Other pump stations have similar <br /> devices installed. The committee voted 2-0 to recommend approval of Resolution <br /> 2013-101, and suspension has been requested since the committee meeting. <br /> Councilman Smith asked for a moment of personal privilege. This is his last meeting, <br /> and he said what an honor it has been to serve on Council, work with the Administration <br /> and serve the citizens of North Olmsted. He thanked everyone for their help and support. <br /> AUDIENCE PARTICIPATION <br /> Dennis Lambert, 25057 Carey Lane expressed his personal appreciation to Scott Thomas <br /> and the service he has given the city. He has been hands-on, and there hasn't been one <br /> time where he's been called and hasn't fixed what needed to be fixed. <br /> Safety/Service Director Scott Thomas thanked Council and the Administration. He <br /> thanked Mayor Kennedy for his excellent leadership and his appreciation. More <br /> importantly he thanked Mayor Kennedy for his friendship. He thanked Council and said <br /> he is impressed by the dedication they show to the residents. The residents are very <br /> fortunate for their representation. He commended his employees as well. He thanked <br /> everyone again for the opportunity to serve as Safety/Service Director. <br /> LEGISLATION <br /> Ordinance 2013-90 introduced by Council President Jones was given its third reading. <br /> An Ordinance amending Section 337.26 of the Traffic Code of the City of North Olmsted <br /> entitled "Child Restraint System Usage" in order to (1) eliminate the provision that the <br /> failure to properly restrain multiple children in a single event constitutes a single offense; <br /> (2) increase the maximum fine; and (3) make a violation a primary offense.
