Council Minutes of 04 -01 -2014 <br />Council President Jones announced that Planning /Development Director Wenger placed <br />flyers on the table by Chambers entrance regarding the city's Master Plan and ways to get <br />engaged and provide input at the city moves forward with this. <br />Councilman Kearney, Chairman of the Finance Committee: <br />The Finance Committee met Tuesday March 25, 2014 at 7:00 p.m. Present were <br />committee members Kearney, Barker and Schumann; Council President Jones; Council <br />members Brossard, Hemann, Limpert and Williamson; Finance Director Copfer, <br />Safety /Service Director Glauner and Human Resources Director Farver. <br />• Discussed was Ordinance 2014 -23 which is an Ordinance to make and transfer <br />appropriations for current expenses and other expenditures for the City of North <br />Olmsted for the year ending December 31, 2014, and declaring an emergency. <br />This Ordinance changes the General Fund but does not increase the total budget. <br />The following were changes that were made: money for payment to Records <br />Imaging Service for Council's scanning project due to a closed purchase order <br />before all invoices were received; money previously approved for the Fire Dept. <br />that the Chief has decided where he wants to use it now; money needed for <br />vacation buyouts in Public Works and Street & Maintenance; money for a <br />Springvale change order for the bridge project. The committee voted 3 -0 to <br />recommend approval of Ordinance 2014 -23 to Council. <br />Councilman Limpert took a moment of personal privilege to congratulate the North <br />Olmsted City Schools Superintendent because Butternut Primary School was one of two <br />schools in Cuyahoga County to receive recognition for being a high performing school of <br />honor. <br />AUDIENCE PARTICIPATION <br />Safety /Service Director Glauner said he missed the Caucus meeting, and wanted to <br />comment on police dept. MARCS radios referenced in Resolution 2014 -26. The city can <br />get off the Westbury Apartments roof and utilize the towers that are already in place for <br />the radio system. Currently, if radio contact is lost from the Westbury, there is no more <br />contact. The MARCS system is statewide, and contact can be maintained throughout the <br />state instead of switching channels because the signals travel from tower to tower. <br />LEGISLATION <br />Ordinance 2014 -7 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance providing for the amendment of the Zone Map of the City of North Olmsted <br />by rezoning Permanent Parcel Nos. 234 -02 -001, 234 -02 -002, 234 -02 -003, 234 -02 -004, <br />234 -02 -005, 234 -02 -014 and 234 -08 -007, from Limited Industry- Industrial Park to <br />Motorist Service District. Councilman Schumann moved for adoption. The motion was <br />seconded by Councilman Barker and passed unanimously. Ordinance 2014 -7 adopted 6- <br />0. <br />Resolution 2014 -20 introduced by Mayor Kennedy was given its third reading.
