Council Minutes of 05 -20 -2014 <br />The Safety Committee met Wednesday May 14, 2014 at 7:30 p.m. Present were <br />committee members Barker and Brossard; Council members Hemann, Kearney and <br />Schumann; Mayor Kennedy, Finance Director Copfer, Law Director Gareau and guests. <br />• Discussed was liquor permit no. 6759950 for Discount Tobacco and Beverage <br />located at 23146 Lorain Road. Sgt. Wagner of the North Olmsted Police Dept. <br />has completed a background investigation of this applicant and offers no <br />objection to this permit. Councilman Barker made a motion to not object. The <br />motion was seconded by Councilman Brossard and the committee voted 2 -0 to <br />recommend to Council to not object to this liquor permit. <br />Councilman Barker made a motion to not object to liquor permit no. 6759950 for <br />Discount Tobacco and Beverage located at 23146 Lorain Road. The motion was <br />seconded by Councilwoman Williamson and passed unanimously. Liquor permit <br />approved 6 -0. <br />• Discussed next was Ordinance 2014 -35 which is and Ordinance amending Section <br />537.17 of Chapter 537 of the General Offenses Code entitled "Criminal Child <br />Enticement" in order to clarify prohibited conduct, and declaring an emergency. <br />Last week the Ohio Supreme Court ruled that certain prohibitions against child <br />enticement as previously contained in ORC 2905.05 were unconstitutionally <br />vague and overly broad. The state legislature amended the ORC as the city is <br />now changing their Code to mirror the state's Code. A motion was made by <br />Councilman Barker to recommend approval. The motion was seconded by <br />Councilman Brossard and the committee voted 2 -0 to recommend approval of <br />Ordinance 2014 -35. <br />Councilman Kearney, Chairman of the Finance Committee: <br />The Finance Committee met Wednesday May 14, 2014 at 7:00 p.m. Present were <br />committee members Kearney, Schumann and Barker; Council members Hemann and <br />Limpert; Law Director Gareau, Finance Director Copfer and Safety /Service Director <br />Glauner. <br />• Discussed first was Ordinance 2014 -31 which is an Ordinance amending Section <br />161.01 of the Codified Ordinances of the City of North Olmsted entitled <br />"Employees Generally" for the purpose of acknowledging and accepting, upon <br />hire, employee sick time accrued with another governmental agency and further <br />establishing an additional restriction for payout of sick leave upon death, <br />disability or retirement. This limits the maximum payout to 240 hours. The <br />committee voted 3 -0 to recommend approval of Ordinance 2014 -31. <br />• Discussed next was Ordinance 2014 -32 which is an Ordinance to make and <br />transfer appropriations for current expenses and other expenditures for the City of <br />North Olmsted for the year ending December 31, 2014, and declaring an <br />emergency, as amended. Worksheet attached. The committee voted 3 -0 to <br />recommend approval of Ordinance 2014 -32 with suspension. <br />Councilman Kearney made a motion to amend Ordinance 2014 -32. The motion was <br />seconded by Councilman Schumann and passed unanimously. Ordinance 2014 -32 <br />amended 6 -0. <br />2 <br />
