Council Minutes of 05 -20 -2014 <br />Councilman Schumann, Chairman of the Building, Zoning & Development Committee: <br />The BZD Committee met Tuesday May 20, 2014 at 7:15 p.m. Present were committee <br />members Schumann, Barker and Williamson; Council President Jones; Council members <br />Hemann and Limpert; Mayor Kennedy, Safety /Service Director Glauner and <br />Planning /Development Director Wenger. <br />• Discussed was CMS 14 -04 Walters Dentistry located at 4751 Clague Road. This <br />proposal consists of building modifications and site improvements for a Dentist's <br />office. The property is zoned Multiple Residence District. A use variance was <br />granted by the BZA. The office recently gained control of the property at the <br />southeast corner of the intersection where they are located. There is an existing <br />vacant building which was formally used as a church. Some building <br />modifications and site improvements are proposed. The committee voted 3 -0 to <br />recommend approval of CMS 14 -04 Walters Dentistry to Council. <br />Councilman Schumann made a motion to approve CMS 14 -04 Walters Dentistry located <br />at 4751 Clague Road subject to recommendations set forth by the Planning and Design <br />Commission. The motion was seconded by Councilman Kearney and passed <br />unanimously. CMS 14 -04 Walters Dentistry located at 4751 Clague Road approved 6 -0. <br />AUDIENCE PARTICIPATION <br />Kenneth Minarich, 26573 Fairfax Lane asked if the city will talk or negotiate with the <br />school board about the land behind Pine School before the next flooding meeting on June <br />18`x'. Mayor Kennedy said he does not know if they will have negotiations before then, <br />but he has been in discussions with Mike McDade before and after the event. It's <br />something the city is working on and will not lose sight on it. If it can be done, it will be <br />done. There's some property back there where storm water could be retained, and it's <br />something the city will pursue. <br />William (last name not audible), 4667 Dover Center Road said he was at the flooding <br />meeting and he's not here to complain. For every problem there is a solution. He thinks <br />the city will not solve the water problem themselves and the city needs the residents to <br />help them. He suggested that he next flooding meeting be a work session/round table <br />discussion with the residents. He said there are older people in the city that have not been <br />able to remove items from their basements. He asked if the city could help these elderly <br />people. He is concerned about children and cleaning up raw sewage in basements. He <br />asked what has to be done to clean it, bleach it and if it can be tested. He is really <br />pushing for a round table meeting. The residents are going to solve the problem. He <br />asked to designed the new sump pumps and new sewer plants. He wants to know if <br />they're built correctly and if there are problems with them. Mayor Kennedy said the first <br />flooding meeting was days after the flood, and nothing good is going to come across that <br />day. Since 2011, the city has prepared a 5 -year plan. Part of that plan has been executed. <br />Residents will get a copy of that which will be a good start for a round table discussion. <br />He agrees that the residents will help solve this problem — what residents can do to help <br />themselves, what the city is doing, putting together a crew to clean out catch basins.
