Council Minutes of 05 -20 -2014 <br />of people were not flooded because of those. Regarding the Waste Water Treatment <br />Plant, that's still under construction right now. That results in bypassing which the EPA <br />has to know about. Kennedy said he likes the idea of a round table discussion. It <br />probably won't happen at the next flooding meeting, but going forward there will be <br />meetings every 6 months. The residents will receive information and input will be very <br />important. The city has helped many people, and the Service Dept. is overwhelmed by <br />the garbage pick -up that Republic did not complete. At the next flooding meeting, <br />engineers Hazen & Sawyer will be in attendance. This firm engineered the EQ basins <br />and the Waste Water Treatment Plant. William asked if there is any testing that can be <br />done in basements to make sure it's safe after flooding clean up. Mayor Kennedy said he <br />will call the Board of Health to see if they have anything they can provide or recommend. <br />Tim Smith, 6053 Sherwood said there is really not much the city could have done <br />regarding the flooding. He knows the Administration has done a lot over the last 3 years <br />to tackle this problem. When he put an addition on the back of his house, he was told he <br />had to tie his gutters into the storm drain. He was considering a rain barrel(s) or cistern, <br />and he was told that was in violation and couldn't be done. He thinks if people were <br />allowed to have a rain barrel system or cistern, that may help relieve the extra water <br />going into the city's storm system. <br />Dennis Lambert, 25057 Carey Lane said he was fortunate not to get the water but his <br />neighbors did. During caucus this evening, Schumann gave "kudos" to Dave Demaline. <br />Lambert said he feels the city is very well served with Dave Demaline over the years. He <br />was out on his street today and still working until 9 p.m. tonight. Demaline has a system <br />designed to pick up the garbage as efficiently as possible. It's a very good system and <br />it's overwhelming. But, they continue to do their job. So, "kudos" definitely to the <br />service workers and especially Dave Demaline. This is more a complex problem than <br />putting in cisterns. When the city expanded the sewer plant, it was an issue of meeting <br />EPA standards, dropping sewer water into a creek. They find bacteria in the water. <br />Rocky River drops their sewage into the lake and the water is tested and normal. Under <br />the former Administration to build the sewer plant bigger and better, sewer lines should <br />have been disconnected north of Lorain and interfacing them with the Rocky River sewer <br />plant. He knows Mr. Gareau mentioned that it's not that easy and there may not be <br />cooperation. Yes there won't be cooperation and you would have to get cooperation <br />from way above. The cost would be spread over the entire area, but no one wants to do it <br />and they continue to spend more money. You're dealing with the east end; you have <br />inflow and infiltration. Many of those homes in Ward 2 have cross connects which were <br />designed in the 1950's to flush the sewers out. This involves a lot more than digging <br />ditches. The problem will not be solved until the city gets some real engineering and real <br />changes to this sewer system. It will be extensive and it involves installing relief sewers <br />on top. It has to go to that sewer plant uphill and the pump stations aren't going to handle <br />it. It's a stupid way the city did it and they don't want to change. <br />Kenneth Minarich, 26573 Fairfax referenced the five year plan that Mayor Kennedy <br />mentioned. He said the biggest frustration is that the five year plan has been discussed <br />since 2011 and the city is in year 3. By year 3 you would think there would be relief <br />back there (land behind Pine School). Mayor Kennedy reminded Minarich that the city <br />does not own the property. The city just finished 2 EQ basins so that's monumental. <br />11 <br />
