Council Minutes of 05 -20 -2014 Gareau said the EQ basin designed to take the surcharging water to prevent water from going into somebody's basement. Minarich said but that's sanitary; he has storm water flooding. How is equalization going to help people with rainwater? Mayor Kennedy said they just finished 2 EQ basins in a year, which is a massive amount of work that has been done. He and Council are motivated to do more and will continue to do more. Jean Ryan, 4592 Willliamstown Drive said she had flooding and had a big issue with it. Her concern is that the neighbor behind her next door neighbor has a pond that was installed about 15 to 20 years ago. That pond was flowing 25 to 30 feet into their yards. His whole backyard was still filled with water the next day. She doesn't know who authorized him to put the pond in, but she thinks it's ridiculous especially when there are already issues with water. Ryan said the pond isn't properly maintained; there was horrible algae in it last year. They called the Board of Health, but nothing was resolved. This also has to be addressed by the city. She has also called the police because she alleged that the pond owner has also shot ducks in his yard. Mayor Kennedy asked Ryan if she called the city regarding the pond and she said no, the Board of Health talked to the city. Mayor Kennedy requested that she forward information she has on this issue to the city. LEGISLATION Ordinance 2014 -30 introduced by Mayor Kennedy was given its third reading. An Ordinance amending the rates of compensation for various administrative and legislative personnel for the year 2014 to increase the salary range for support personnel (part - time /seasonal) for Human Resources, Office of the Director and Division of Information Technology, and Department of Planning and Development, Office of the Director and Division of Building, Division of Springvale Golf Course and Division of Parks and Recreation (Sections 5A, 513, 6A, 613, 9A and l0A) for 2014; and to otherwise restate the compensation rates and descriptions for various administrative and legislative personnel for the year 2014, and declaring an emergency, as amended. Councilman Kearney moved for adoption. The motion was seconded by Councilman Schumann and passed unanimously. Ordinance 2014 -30 adopted 6 -0. Ordinance 2014 -31 introduced by Mayor Kennedy was given its second reading. An Ordinance amending Section 161.01 of the Codified Ordinances of the City of North Olmsted entitled "Employees Generally" for the purpose of acknowledging and accepting, upon hire, employee sick time accrued with another governmental agency and further establishing an additional restriction for payout of sick leave upon death, disability or retirement. Ordinance 2014 -32 introduced by Mayor Kennedy was given its second reading. An Ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2014, and declaring an emergency, as amended. Councilman Kearney made a motion to suspend the rule requiring three readings as this has been discussed in committee. The motion was seconded by Councilman Barker and passed unanimously.
