Council Minutes of 05 -20 -2014 <br />Gareau said the EQ basin designed to take the surcharging water to prevent water from <br />going into somebody's basement. Minarich said but that's sanitary; he has storm water <br />flooding. How is equalization going to help people with rainwater? Mayor Kennedy said <br />they just finished 2 EQ basins in a year, which is a massive amount of work that has been <br />done. He and Council are motivated to do more and will continue to do more. <br />Jean Ryan, 4592 Willliamstown Drive said she had flooding and had a big issue with it. <br />Her concern is that the neighbor behind her next door neighbor has a pond that was <br />installed about 15 to 20 years ago. That pond was flowing 25 to 30 feet into their yards. <br />His whole backyard was still filled with water the next day. She doesn't know who <br />authorized him to put the pond in, but she thinks it's ridiculous especially when there are <br />already issues with water. Ryan said the pond isn't properly maintained; there was <br />horrible algae in it last year. They called the Board of Health, but nothing was resolved. <br />This also has to be addressed by the city. She has also called the police because she <br />alleged that the pond owner has also shot ducks in his yard. Mayor Kennedy asked Ryan <br />if she called the city regarding the pond and she said no, the Board of Health talked to the <br />city. Mayor Kennedy requested that she forward information she has on this issue to the <br />city. <br />LEGISLATION <br />Ordinance 2014 -30 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance amending the rates of compensation for various administrative and legislative <br />personnel for the year 2014 to increase the salary range for support personnel (part - <br />time /seasonal) for Human Resources, Office of the Director and Division of Information <br />Technology, and Department of Planning and Development, Office of the Director and <br />Division of Building, Division of Springvale Golf Course and Division of Parks and <br />Recreation (Sections 5A, 513, 6A, 613, 9A and l0A) for 2014; and to otherwise restate the <br />compensation rates and descriptions for various administrative and legislative personnel <br />for the year 2014, and declaring an emergency, as amended. Councilman Kearney <br />moved for adoption. The motion was seconded by Councilman Schumann and passed <br />unanimously. Ordinance 2014 -30 adopted 6 -0. <br />Ordinance 2014 -31 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance amending Section 161.01 of the Codified Ordinances of the City of North <br />Olmsted entitled "Employees Generally" for the purpose of acknowledging and <br />accepting, upon hire, employee sick time accrued with another governmental agency and <br />further establishing an additional restriction for payout of sick leave upon death, <br />disability or retirement. <br />Ordinance 2014 -32 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2014, and <br />declaring an emergency, as amended. Councilman Kearney made a motion to suspend <br />the rule requiring three readings as this has been discussed in committee. The motion <br />was seconded by Councilman Barker and passed unanimously.
