Council Minutes of 05 -20 -2014 <br />Ordinance 2014 -35 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance amending Section 537.17 of Chapter 537 of the General Offenses Code <br />entitled "Criminal Child Enticement" in order to clarify prohibited conduct, and declaring <br />an emergency. <br />Ordinance 2014 -37 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance amending Sections 1363.105 and 1363.107 of Chapter 1363 of the Real <br />Property Maintenance Code entitled "Violations" and "Minor Nuisances" in order to <br />provide for minor misdemeanor citations and penalties for unabated minor nuisances, and <br />declaring an emergency. <br />Resolution 2014 -38 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution dispensing with the RFP process and authorizing the Mayor to enter into a <br />contract with McComas Engineering for the purpose of providing inspection services for <br />the Recreation Center Pool, and declaring an emergency. Councilman Kearney made a <br />motion to suspend the rules requiring three readings and formal committee review as this <br />is a timing issue. The motion was seconded by Councilman Barker and passed <br />unanimously. <br />Dennis Lambert, 25057 Carey Lane asked Councilman Kearney how much this <br />engineering study will cost the city. Councilman Kearney and Mayor Kennedy replied <br />that it's going to cost $7,500. Lambert said he came to Council a month or two ago when <br />Council was talking about spending $2.3 million in emergency money for Recreation <br />Center improvements. He asked Council to look into conducting a feasibility study. He <br />asked if this engineering study should have been done at the time of investing $2 or $3 <br />million into the Recreation Center. Mayor Kennedy said the city has been working on <br />this pool issue for awhile. They've decided to bring a pool expert in to make sure the city <br />is doing things the right way. When the city decided to put $2 million into the Recreation <br />Center, the city borrowed the money and is going add a fitness center which will pay the <br />money back. Kennedy said Lambert came before Council with a similar concern when <br />the city invested money in Springvale Golf Course improvements. Revenues have <br />increased at Springvale because the city invested the money. Mayor Kennedy told <br />Lambert that he is wrong every time he comes before city Council. Lambert said the <br />Recreation Center has sucked up more money in repairs and upgrades over a long period <br />of time than a brand new state of the art Recreation Center would have done. The end <br />result of a good feasibility study would tell the city whether or not investing more money <br />would generate revenue. <br />Councilman Kearney moved for adoption. The motion was seconded by Councilman <br />Barker and passed unanimously. Resolution 2014 -38 adopted 6 -0. <br />Resolution 2014 -39 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Chief of Police to apply for and for the Mayor to accept, on <br />behalf of the City of North Olmsted, up to $11,562.50 in grant funding from the Bureau <br />of Justice Assistance Partnership in order to purchase bullet proof vests for North <br />Olmsted police officers in 2014 and 2015; further authorizing the Mayor to enter into <br />any agreements with the appropriate federal or state agencies to accept funding on behalf <br />2 <br />
