Council Minutes of 05 -07 -2014 <br />that the city has those signs over the lanes. The city can erect a pole on the side of <br />the road with signage or the city can mark the lanes. The city will probably paint <br />arrows on the street to mark the lanes. The cost of painting arrows will more than <br />likely be more reasonable than erecting signs on the side of the road. Councilman <br />Barker made a motion to recommend approval of Ordinance 2014 -28. The <br />motion was seconded by Councilwoman Williamson, and the committee voted 3- <br />0 to recommend approval of Ordinance 2014 -28 to Council. <br />Councilman Kearney, Chairman of the Finance Committee: <br />The Finance Committee met Tuesday April 22, 2014 at 7:00 p.m. Present were <br />committee members Kearney, Schumann and Barker; Council members Hemann and <br />Limpert; Finance Director Copfer and Human Resources Director Farver. <br />• Discussed was Ordinance 2014 -30 which is an Ordinance amending the rates of <br />compensation for various administrative and legislative personnel for the year <br />2014 to increase the salary range for support personnel (part- time /seasonal) for <br />Human Resources, Office of the Director and Division of Information <br />Technology, and Department of Planning and Development, Office of the <br />Director and Division of Building (Sections 5A, 513, 6A and 613) for 2014; and to <br />otherwise restate the compensation rates and descriptions for various <br />administrative and legislative personnel for the year 2014, and declaring an <br />emergency. The Ordinance reflects pay range changes that limit the part -time <br />personnel to make up to $20 /hour. The committee voted 3 -0 to recommend <br />Ordinance 2014 -30 to Council. <br />Councilman Kearney made a motion to amend Ordinance 2014 -30 to add Springvale and <br />the Recreation Center part -time personnel salary range changes limited to $20 /hour as <br />discussed in Caucus. The motion was seconded by Councilman Schumann and passed <br />unanimously. Ordinance 2014 -30 amended 7 -0. <br />Councilman Schumann, Chairman of the Building, Zoning & Development Committee: <br />The BZD Committee met Tuesday May 7, 2014 at 7:10 p.m. Present were committee <br />members Schumann, Barker and Williamson; Council President Jones; Council members <br />Brossard, Hemann, Kearney and Limpert; Mayor Kennedy, Planning /Development <br />Director Wenger, Mr. Chambers of Chambers Funeral Home and guests. <br />• Discussed was CMS 13 -27 which is Chambers Funeral Home parking lot <br />improvement project located at 29150 Lorain Road. The proposal consists of <br />expanding and reconfiguring the parking lot and lighting and making landscaping <br />improvements. Chambers Funeral Home has shown the need for additional <br />parking and access. Pavement will be extended to the east of the existing parking <br />area and will be internally connected. A right - in/right -out only drive is proposed <br />for Stearns Road. Some trees to the rear of the property will also be removed. <br />Variances were granted for side and rear yard setbacks. Since the Planning and <br />Design Commission reviewed the project, a lot consolidation plat has been <br />submitted and approved. Discussions centered around sound barriers on Stearns <br />Road and safety issues with the new driveway. But, all present acknowledged <br />how positive the project would be for Lorain and Stearns Roads. Councilman <br />3 <br />
