Council Minutes of 10 -21 -2014 <br />revised agreement which also serves as the Exhibit to this Resolution. The <br />meeting was adjourned at 7:10 p.m. <br />Councilman Barker made a motion to amend Resolution 2014 -68 to add the following to <br />Section 1 "Community Diversion Program Agreement," marked as Exhibit "A" and <br />attached hereto, with only such changes therein as are not substantially adverse to the <br />City and which are approved by the Director of Law. The character of any such changes <br />as not being substantially adverse to the City shall be evidenced conclusively by the <br />execution of the agreement by the Mayor and the approval of the agreement by the <br />Director of Law. The motion was seconded by Councilwoman Williamson and passed <br />unanimously. Resolution 2014 -68 amended 7 -0. <br />Councilman Kearney, Chairman of the Finance Committee: <br />The Finance Committee met Tuesday October 14, 2014 at 7:10 p.m. Present were <br />committee members Kearney, Schumann and Barker; Council members Brossard, <br />Hemann, Limpert and Williamson; Mayor Kennedy, Law Director Gareau, <br />Safety /Service Director Glauner, Assistant Finance Director Sperling and Recreation <br />Commissioner Drenski. <br />• Discussed first was Ordinance 2014 -71 which is an Ordinance dispensing with the <br />RFP process and authorizing the Mayor to enter into a contract with Ciuni & <br />Panichi to provide GAAP conversion assistance services for the preparation of the <br />Comprehensive Annual Financial Report (CAFR) for 2014 and declaring an <br />emergency. Ass't Finance Director Sperling explained that this firm has assisted <br />in the past with audits, and will now assist the city with the GAAP conversion <br />process. The committee voted 3 — 0 to recommend approval of Ordinance 2014- <br />71 to Council with suspension. <br />• Discussed next was Resolution 2014 -69 which is a Resolution dispensing with the <br />Statement of Qualifications "SOQ" process and authorizing the Mayor to enter <br />into a contract with the law firm of Squire Patton Boggs LLP to provide <br />professional services as the city's Bond Counsel, and declaring an emergency. <br />John Larson has represented Squires and has worked with the city since the late <br />1970's. Their prices are very competitive, and they make themselves available <br />whenever the city needs their assistance. The last time the city went out to bid for <br />this service, only two firms responded. The committee voted 3 — 0 to recommend <br />approval of Resolution 2014 -69 with suspension. <br />Councilman Brossard, Chairman of the Recreation, Public Parks & Buildings Committee: <br />The Recreation Committee met Tuesday October 14, 2014 at 7:20 p.m. Present were <br />committee members Brossard, Kearney and Schumann; Council members Barker, <br />Hemann, Limpert and Williamson; Mayor Kennedy, Law Director Gareau, Ass't Finance <br />Director Sperling; Safety /Service Director Glauner and Recreation Commissioner <br />Drenski. <br />• Discussed was Resolution 2014 -70 which is a Resolution authorizing the Mayor <br />to enter into a contract with Diane Tomer for the purpose of engaging her to sell <br />advertising space at the North Olmsted Recreation Center. Drenski gave a <br />detailed explanation of how this program will work such as the 10% commission <br />3 <br />
