Council Minutes of 10 -07 -2014 <br />tickets through Kim Wenger or Tricia Granfors in the Planning and Development <br />Department or at Fat Head's Brewery in North Olmsted. <br />• Flyers were sent out to all residents this week for fall and winter services. Leaf <br />Collection for the 2014 fall season will be serviced by Three -Z Incorporated and <br />will start October 20, 2014 and run through December 5, 2014. <br />Director of Law Gareau: <br />• Two additional days of arbitration were scheduled in the matter of former Officer <br />Bielozer's grievance regarding his termination. <br />• The arbitration arising from the termination of former Officer Christopher Fox <br />was completed. This was an action related to an allegation of pattern sick leave <br />abuse. On October 6, 2014, arbitrator Mancini sustained the grievance and ruled <br />that Christopher Fox should be reinstated to the position of Patrolman with the <br />City of North Olmsted. While Fox maintains his seniority, the city was not <br />required to pay back wages and benefits over the ten months since he was initially <br />discharged. <br />• He is requesting that Council meet to discuss the contracting process. He will be <br />giving Council a small presentation with ideas on how to streamline the process. <br />• He stated that Council will be voting this evening to give consent on an <br />amendment to a Declaration of Restrictions filed on December 18, 1990 which <br />prohibits traffic ingress and egress onto Silverdale road from the rear of the <br />property. The amendment would lift this prohibition for this development only <br />and allow access onto Silverdale. <br />Director of Finance Copfer: <br />• Her department has been working on several projects including the salary and <br />benefit projection calculations for the 2015 budget. They are also working with <br />the Mayor and Directors on capital budget needs. <br />• They are back on track to get the inventory module and fleet work order system <br />processed live with a target date of December 1, 2014. They have started the <br />back scanning of invoices which streamlines the payment process and enhances <br />the division's inquiry process. <br />• She's been notified by the Auditor of State that they will be performing the audit <br />this year, as the city has had external auditors for ten years. Ordinance 2014 -71 is <br />still requesting Ciuni & Panichi as the city's GAAP and financial reporting <br />provider for 2014 for reasons of continuity and the fact that they do a great job. <br />• Ass't Finance Director, Jessica Kremser, will be done transitioning the new Ass't <br />Finance Director into his position at the end of October. Copfer thanked Council <br />and the Administration for recognizing the importance of this transition, and she <br />thanked Jessica for training the new Assistant and completing some pending <br />projects. <br />Council President Pro -tem Brossard, Chairman of the Committee of the Whole: <br />The Committee of the Whole met Tuesday September 9, 2014 at 7:30 p.m. Present were <br />committee members Brossard, Barker, Hemann, Kearney, Limpert, Schumann and <br />Williamson; Mayor Kennedy, Safety /Service Director Glauner, Police Chief Gallagher, <br />Geoff Westerfield of the Ohio Division of Wildlife and guests. <br />2 <br />
