Council Minutes of 10 -07 -2014 <br />Discussed was Ordinance 2014 -64 which is an Ordinance amending Section 505.10 of <br />the General Offenses Code of the City of North Olmsted entitled "Hunting Prohibited" to <br />allow the City and private citizens to manage the white - tailed deer population within the <br />City of North Olmsted. The Mayor stated that his Administration has been working with <br />Geoff Westerfield since 2013, and Mr. Westerfield assisted the city in crafting this <br />legislation which is similar to Avon Lake. The Mayor stated that besides flooding calls, <br />the city receives more calls /emails regarding deer complaints than any other issue. Geoff <br />Westerfield reviewed non - lethal and lethal options of dealing with deer management. <br />Examples of non - lethal control would be fencing, repellants, noise and visuals to scare <br />the deer away. Non - lethal controls should be considered first such as barriers to prevent <br />garden damage and residents raking up acorns so that deer to not have a food source. <br />Westerfield also reviewed the four aspects of deer control that is covered by the <br />Ordinance which are lethal control on private property, residents obtaining deer damage <br />permits, using city property for hunting and the city utilizing deer damage permits. <br />Council members voiced the following concerns and recommendations: <br />• Request for car /deer collision data information and areas of the city where this has <br />occurred <br />• Publish the resident deer survey on the website for easier access for residents <br />• Publish non - lethal suggestions on the website for residents and a link to the state <br />website that lists non - lethal methods of dealing with deer <br />• Request for data regarding the number of deer complaint calls received by the <br />Service Department <br />• Fine tuning the legislation to include parcel parameters that are taken into <br />consideration such as lot size and more detail as to how neighbor objections will <br />be handled <br />• Concerns about amateur bow hunters injuring deer were also heard by Council <br />members <br />Safety /Service Director Glauner answered questions from Council regarding deer <br />disposal and provided additional details about how only bow hunting will be allowed <br />from an elevated location. Audience members were given an opportunity to speak on this <br />legislation, and residents wanting more information were encouraged to give their contact <br />information to the Administration to receive updates regarding this legislation. The <br />committee voted 7 -0 to hold the legislation in committee.
