Council Minutes of 09 -02 -2014 <br />Boulevard Streetscape Project. Phase I included the area from Lorain Road to <br />Victoria Lane. This area was an improvement target area eligible for the highest <br />level of funding. The City has always intended to continue with the project <br />extending to Great Northern Boulevard. The city unsuccessfully applied for <br />Phase II in 2012. In 2013, there was a short time frame for funding, and the city <br />applied for and received a grant for the senior center roof. The City reapplied for <br />Country Club for FY 2014, but was unsuccessful. The city is committed to <br />finishing the project and completing the median improvements extending from <br />Victoria Lane to Great Northern Boulevard. The approach will compliment Phase <br />I but will be modified as Phase II and III will focus more on infrastructure and <br />less on the ornamental factor. Phase II and III will improve the road, medians and <br />lights. The lights will be taller but of the same design, add more crosswalks, and <br />less density with plants. In addition to the grant funding, if awarded, the city has <br />a TIF (Tax Increment Financing) fund in place that will provide a funding stream <br />to be used for infrastructure improvements in the TIF area. The city would have <br />to borrow for the remaining funding that would not be covered by the grant. The <br />total amount of the project is $1.26 million including cost of design, <br />advertisements, etc. The grant amount, if awarded, would be approximately <br />$150,000. The project would take approximately one year to complete. Director <br />Wenger researched questions from Council concerning the timeframe by which <br />the city will have to repay the borrowed portion of the project and how much the <br />TIF is generating per year. The Finance Director had indicated that the maximum <br />time frame for repayment is based on the useful life of the project collectively <br />with assets. The repayment timeframe could range anywhere from 10 -20 years; <br />and the TIF is generating approximately $180,000 per year. Resolution 2014 -58 <br />was recommended for approval with suspension and passed with a vote of 3 -0. <br />The meeting was adjourned at 7:49 p.m. <br />Councilwoman Hemann, Chairwoman of the Intra - Governmental Relations Committee: <br />The Intra - Governmental Relations Committee met Tuesday August 26, 2014 at 7:00 p.m. <br />Present were committee members Hemann, Limpert and Kearney; Council members <br />Brossard, Schumann and Williamson; Mayor Kennedy and guests. <br />• The committee met for the purpose of interviewing Gretchen Schuler, a candidate <br />for the Landmarks Commission as recommended by Mayor Kennedy to fill the <br />recent vacancy and unexpired term January 1, 2014 through December 31, 2015. <br />Schuler was interviewed by the committee and Council. Councilman Limpert, as <br />a member of the Landmarks Commission, asked several questions and also <br />presented information about the Landmarks Commission. A motion was made by <br />Councilwoman Hemann to approve Schuler for the appointment to the Landmarks <br />Commission, seconded by Councilman Limpert and the Committee vote was <br />unanimous to recommend the appointment. The meeting was adjourned at 7:05 <br />p.m. <br />Councilwoman Hemann made a motion to approve the appointment of Gretchen Schuler <br />to the Landmarks Commission for the unexpired term of January 1, 2014 through <br />December 31, 2015. The motion was seconded by Councilman Limpert and passed <br />unanimously. Gretchen Schuler appointed to the Landmarks Commission 6 -0. <br />3 <br />
