Council Minutes of 09 -02 -2014 <br />AUDIENCE PARTICIPATION <br />Marie Peepers, 6389 McKenzie Road thanked Mayor Kennedy, Council, Betsy Drenski, <br />Chris Wetmore and the Recreation Dept. staff for all of their help and support with this <br />year's Homecoming. She gave a special thank you to Dave Demaline and his crew for <br />helping her purchase and set -up two speakers for the midway that increased the sound <br />level. She thanked Molly Kelly and Renee Overstreet for making handling all of the <br />paperwork and permits. This is her final year as Community Council President, and she <br />truly appreciates how everyone that participated continues to get along well. <br />Dennis Lambert, 25057 Carey Lane said it was an excellent and well -run Homecoming <br />parade. He referenced Ordinance 2014 -64 hunting legislation. He said he doesn't mind <br />the idea of bow hunting deer, and he told Gareau that the Ordinance is very well written. <br />His wife has concerns that deer will be running around injured by bow hunting if they are <br />not killed initially. If an injured deer shows up in his yard, 911 will be called. He hopes <br />the city take into consideration animal cruelty laws as well. He was reviewing the <br />forfeitures in the newspaper. He was concerned about the properties in North Olmsted, <br />particularly 23027 Clague Road. The approximate size is 82 by 74; a rather small lot. <br />He gave a history of the property and how it defaulted to the State of Ohio in 1980. In <br />1981 the State sold it to Roger Klingman. Then it was quit claimed from Roger <br />Klingman to Klingman Construction in 1985. Then Klingman defaulted and it went back <br />to the state in 1995. He or his construction company bought it again in 1997, and then it <br />defaulted again from Klingman back to the State of Ohio. This has cost the city money. <br />He believes the city can control the building permit portion of this property. Lambert <br />suggested that the city explore a failure and forfeiture Ordinance in which the city can <br />tack a fee onto properties like this. The city should take a look at how they can monitor <br />this situation so this does not continue. He asked Gareau where 5012 Columbia Road is. <br />Pro tem Brossard extended Lambert's speaking time for one minute. Gareau said this is a <br />remnant parcel after a house was taken down but he does not recall where this was. The <br />Klingman property is directly across the I480 exit onto Clague and you cannot get a curb <br />cut in there. At one point, Klingman had designs to make a cut through to Brendan Lane. <br />Lambert said he is using this as an example, and the city should explore the Ordinance to <br />prevent this in the future. <br />LEGISLATION <br />Ordinance 2014 -53 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance amending Section 941.04 of Chapter 941 of the Streets, Utilities and Public <br />Services Code entitled "Refuse Collection" in order to update standards for collection of <br />recyclable materials. Councilman Limpert moved for adoption. The motion was <br />seconded by Councilman Limpert and passed unanimously. Ordinance 2014 -53 adopted <br />6 -0. <br />Resolution 2014 -54 introduced by Mayor Kennedy on behalf of himself and the entire <br />City Council was given its third reading. A Resolution authorizing the Mayor to accept <br />the donation of a Lucas Chest Compression System from University Hospitals for use in <br />the Division of Fire, and declaring an emergency. Councilwoman Williamson moved for <br />El <br />
