Council Minutes of 09 -02 -2014 <br />adoption. The motion was seconded by Councilman Schumann and passed unanimously. <br />Resolution 2014 -54 adopted 6 -0. <br />Ordinance 2014 -55 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance amending Section 521.11 of the General Offenses Code in order to establish <br />penalties relating to the deposit of snow and ice on the property of another owner without <br />permission to do so. Councilwoman Williamson moved for adoption. The motion was <br />seconded by Councilman Schumann and passed unanimously. Ordinance 2014 -55 <br />adopted 6 -0. <br />Ordinance 2014 -56 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance amending and re- establishing Chapter 131.99 of the Administrative Code, <br />entitled "Composition and Organization of the Office of Mayor" in order to provide for <br />the reorganization of the Division of Parks and Recreation. Councilman Kearney moved <br />for adoption. The motion was seconded by Councilman Limpert and passed <br />unanimously. Ordinance 2014 -56 adopted 6 -0. <br />Resolution 2014 -57 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Recreation Commissioner to request proposals ( "RFP ") for <br />cleaning services at the Recreation Center and further authorizing the Mayor to enter into <br />a contract for said cleaning services with the vendor selected in the RFP process, subject <br />to approval by the Board of Control. <br />Resolution 2014 -58 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing and directing the Director of Planning and Development to make <br />application on behalf of the City of North Olmsted for Community Development Block <br />Grant (CDBG) funds for the fiscal year 2015 for the Country Club Boulevard Streetscape <br />Project, Phase II & III; further authorizing the use of city funds as the local match; further <br />authorizing the Mayor to accept the grant if awarded and to execute a contract with <br />Cuyahoga County, and declaring an emergency. Councilwoman Williamson made a <br />motion to suspend the rule requiring three readings as this was heard in committee and <br />the grant application is due the week of September 15`h. The motion was seconded by <br />Councilwoman Hemann and passed unanimously. Councilwoman Williamson moved for <br />adoption. The motion was seconded by Councilwoman Hemann and passed <br />unanimously. Resolution 2014 -58 adopted 6 -0. <br />Resolution 2014 -59 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution accepting the amounts and rates as determined by the Budget Commission <br />and authorizing the necessary tax levies and certifying them to the County Fiscal Officer. <br />Resolution 2014 -60 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Director of Public Service to advertise for bids for copy <br />machines for use by the City of North Olmsted, as per specifications on file, and <br />authorizing the Mayor, after approval of the Board of Control, to enter into a contract to <br />lease such business equipment and products. <br />Resolution 2014 -61 was introduced and placed on first reading by Mayor Kennedy A <br />Resolution authorizing the Director of Public Service to advertise for bids for the award <br />5 <br />
