Council Minutes of 12 -02 -2014 <br />• The Fleet and Finance Departments had their live fleet inventory /work order <br />training on Nov 19, with the scheduled go live date in Munis this week. <br />• The September detail and summary revenue and expenditure reports along with <br />the quarterly review were emailed to Council on November 20, 2014. While the <br />municipal income tax has done well this year in the withholding area, which <br />bodes well for sustainability, they are still down in general fund revenue from last <br />year due to the loss of estate tax and local government funds and lagging property <br />tax values, which were anticipated. Additionally, the expenditures are closer to <br />the budgeted amounts than in the prior year, primarily from the past winter and <br />storm related costs. Consequently, the general fund unencumbered fund balance <br />is lower than this time last year and will more than likely continue to be so for the <br />end of this year. <br />• The assessed property valuation for 2014 tax year, which is the 2015 collection <br />year, has been finalized and the valuation declined by .4% The TIF revenues are <br />about $127,000, with $47,000 coming from our city real property tax revenues <br />and the remaining coming from the county revenues. <br />• The City of North Olmsted's December 1, 2014 debt payments totaling <br />$6,243,157 were made timely. Excluding the $58.3 million in EPA loans for <br />Phase 1 and 2 of the W WTP and collection system improvements, the outstanding <br />city debt at the end of 2014 is $29,519,722.00. <br />Councilman Barker, Chairman of the Public Safety, Health & Welfare Committee: <br />The Public Safety, Health and Welfare Committee met on Tuesday November 25, 2014 <br />at 7:30 p.m. Present were committee members Barker and Brossard; Council members <br />Hemann, Kearney and Limpert; Mayor Kennedy and Safety /Service Director Glauner. <br />• Discussed was Resolution 2014 -80 which is a Resolution authorizing the Mayor <br />to enter into a contract with the Cuyahoga County General Health District for the <br />year 2015, and declaring an emergency. This is a renewal with the Cuyahoga <br />County Health Department. The city is required by law to have this, and is <br />another example of a regional approach that has been used for a long time. The <br />cost is $3.92 per capita which totals about $64,000. Councilman Barker made a <br />motion to recommend approval to Council. The motion was seconded by <br />Councilman Brossard, and the committee voted 2 -0 to recommend approval of <br />Resolution 2014 -80. The meeting was adjourned at 7:35 p.m. <br />Councilman Limpert, Chairman of the Environmental Control Committee: <br />The Environmental Control Committee met Tuesday November 25, 2014 at 7:35 p.m. <br />Present were committee members Limpert, Brossard and Hemann; Council members <br />Barker and Kearney; Mayor Kennedy and Safety /Service Director Glauner. <br />• Discussed was Resolution 2014 -82 which is a Resolution authorizing the Mayor <br />to enter into a Memorandum of Understanding ( "MOU ") Agreement with the <br />Cuyahoga County Soil and Water Conservation District ( "SWCD ") to provide the <br />City of North Olmsted with Minimum Control Measures 1 and 2 in accordance <br />with the requirements of National Pollutant Discharge Elimination Systems <br />( "NPDES ") Phase II, and declaring an emergency. This is a contract that the city <br />has had in existence since 2007 that's been renewed annually. The cost remains <br />4 <br />
