Council Minutes of 12 -02 -2014 <br />approval. Councilman Kearney moved for adoption. The motion was seconded by <br />Councilman Schumann and passed unanimously. Resolution 2014 -78 adopted 6 -0. <br />Resolution 2014 -80 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Mayor to enter into a contract with the Cuyahoga County <br />General Health District for the year 2015, and declaring an emergency. <br />Resolution 2014 -81 introduced Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Director of Public Service to advertise for bids for the <br />purchase of 5,000 tons of asphalt materials for various Service Department needs <br />throughout the city as detailed in the specifications on file, further authorizing the Mayor <br />to enter into a contract with the lowest and best bidder(s) to purchase said materials, after <br />Board of Control approval. Councilman Kearney made a motion to suspend the rule <br />requiring three readings as this was discussed in the Finance Committee. The motion <br />was seconded by Councilman Barker and passed unanimously. Councilman Kearney <br />moved for adoption. The motion was seconded by Councilman Barker and passed <br />unanimously. Resolution 2014 -81 adopted 6 -0. <br />Resolution 2014 -82 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Mayor to enter into a Memorandum of Understanding <br />( "MOU ") Agreement with the Cuyahoga County Soil and Water Conservation District <br />( "SWCD ") to provide the City of North Olmsted with Minimum Control Measures 1 and <br />2 in accordance with the requirements of National Pollutant Discharge Elimination <br />Systems ( "NPDES ") Phase II, and declaring an emergency. Councilman Limpert made a <br />motion to suspend the rule requiring three readings as this was discussed in the <br />Environmental Control Committee. The motion was seconded by Councilman Brossard <br />and passed unanimously. Councilman Limpert moved for adoption. The motion was <br />seconded by Councilman Brossard and passed unanimously. Resolution 2014 -82 <br />adopted 6 -0. <br />Ordinance 2014 -85 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2014, and <br />declaring an emergency. <br />Resolution 2014 -86 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution directing the Fiscal Officer of Cuyahoga County to pay to the City of North <br />Olmsted, Ohio, during the year 2015, all money due and owing said city from any <br />collection source. <br />Ordinance 2014 -87 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance to make appropriations for current expenses and other expenditures for the <br />City of North Olmsted for the year ending December 31, 2015, and declaring an <br />emergency. <br />Ordinance 2014 -88 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance establishing the rates of compensation for various administrative and <br />legislative personnel for the years 2015, 2016 and 2017 by increasing the salary ranges <br />11 <br />
