Council Minutes of 02 -03 -2015 <br />Director of Finance Copfer: <br />• No report in her absence. <br />Councilman Kearney, Chairman of the Finance Committee: <br />The Finance Committee met Tuesday, January 27, 2015 at 7:00 p.m. Present were <br />committee members Kearney, Schumann and Barker; Council President Jones; Council <br />members Brossard, Hemann, Limpert and Williamson; Mayor Kennedy, Finance Director <br />Copfer and Safety /Service Director Glauner. <br />• Discussed was Resolution 2015 -5 which is a Resolution dispensing with the RFP <br />process and authorizing the Mayor to enter into an agreement with the Senior <br />Transportation Connection of Cuyahoga County to provide for, among other <br />services, senior citizen transportation services, and declaring an emergency. This <br />is a renewal, and there will be a $0.50 increase for group rides and a $1.00 <br />increase for single rides. Last year, this program cost the city approximately <br />$85,000 compared to $100,000 in the years past. The committee voted 3 — 0 in <br />favor of Resolution 2015 -5 with suspension. <br />Councilman Brossard, Chairman of the Recreation, Public Parks & Buildings Committee: <br />The Recreation Committee met Tuesday, January 27, 2015 at 7:10 p.m. Present were <br />committee members Brossard, Schumann and Kearney; Council President Jones; Council <br />members Barker, Hemann, Limpert and Williamson; Mayor Kennedy, Safety /Service <br />Director Glauner, Springvale Facility Manager Sarah Metcalf and Phil Bova. <br />• Discussed was Resolution 2015 -4 which is a Resolution authorizing the Mayor to <br />purchase several new and used lawnmowers and related golf course maintenance <br />equipment from Century Equipment, Krystowski Tractor, and Baker Vehicle <br />Systems at a cost of $240,000.00, through, in part, the State Purchase Program; <br />and further authorizing the Mayor to execute all documents necessary to <br />effectuate such purchase, and declaring an emergency. Phil Bova from <br />Springvale indicated that most of the new equipment is additions to the existing <br />inventory. The equipment being requested includes mowers, top dressers, greens <br />mowers and greens rollers. He also indicated that the golf course is busier than it <br />has ever been, and that the new equipment is much needed. Mayor Kennedy <br />added that the new equipment will help make the course personnel more efficient <br />and will save on man hours. Council President Jones inquired as to what the <br />equipment maintenance program will be so as to increase the longevity of the new <br />equipment. Bova indicated that they currently utilized a consistent washing and <br />greasing program. Councilman Brossard made a motion to recommend approval <br />of Resolution 2015 -4 with suspension. The motion was seconded by Councilman <br />Schumann, and the committee voted 3 — 0 to recommend approval with <br />suspension.
